Position: Administrative Services Director/City Clerk

Salary: $85,087 - $104,465 annually, DOQ

The City of Waterford, incorporated in 1969, is a small dynamic agricultural community located in the eastern portion of Stanislaus County and adjacent to the Tuolumne River and serves a population of approximately 8,500. This small agricultural community boasts a friendly suburban vibe that reflects pride in its small-town atmosphere. The community has great schools, a small but growing business community and is known as the “Gateway to Recreation” with area lakes, rivers and reservoir’s nearby. The City covers 2.4 square miles.

 

The City of Waterford is seeking a dynamic and effective local government manager to join the City’s executive team as Administrative Services Director/City Clerk. Although this position is focused on human resources, information technology, and the City Clerk function, the City seeks someone with a broad general background in City government, strong analytical and project management skills; someone with a customer service-oriented attitude that is a team player, good communicator, quick-learner and eager to work in a fast-paced environment.

 

Under general direction of the City Manager, the Administrative Services Director/City Clerk is an executive level, supervisory position which assumes full management responsibilities for activities and operations of the Administrative Services Department, and performs highly responsible and complex professional administrative work, such as the functions of human resources, including recruitment and selection, labor relations, benefits administration and classification and compensation; the City Clerk functions, including city records and elections, information technology; and legislation. This position also works closely with the City Manager on high-level operational and administrative projects.

Requirements

Any combination of experience and education that could likely provide the required knowledge, skills, and abilities would be qualifying. A typical way would be:

 

Five years of increasingly responsible municipal government administrative experience which included supervision of staff, records management, complex analytical studies, oversight of municipal elections, public administration, human resources, including recruitment and selection, risk management, benefits administration and classification and compensation; and significant administrative and fiscal management responsibilities.

 

A Bachelor’s or Master’s degree with major course work in public or business administration or a closely related field is desirable.
