Summary of Position

The Assistant Vice Chancellor of Human Resources (Asst VCHR) serves as second-in-command to the Associate Vice Chancellor for Human Resources (AVC for HR) by providing leadership and direction for related business operations, processes and functional areas. This position has authority to act on the behalf of the AVC for HR on any HR related matter to all management levels internal and external to campus, as well as, to act as the department head in the absence of the AVC for HR. This includes approval/signature authority to provide back-up and support to the department/campus in the absence of the AVC for HR and the authority to implement the necessary procedures, systems, campus communications, internal and external consultation, and education materials to ensure efficient practices and compliance.

The Asst. VCHR works closely with the AVC for HR to identify and implement business strategies, design new initiatives, benchmark best practices, create policies, establish success metrics and monitor results to ensure HR is effectively aligned with the university’s needs. This position is responsible for developing, implementing, and communicating operating policies and procedures as appropriate to the specific foci of the role, and leads and/or participates in the establishment of the various programs and initiatives. As such, this position advises and assists the AVC for HR on escalated HR matters and provides guidance as appropriate.

The Asst. VCHR develops and maintains good interpersonal relationships with leadership, staff, co-workers and campus constituents. This position provides direction HR Operations staff in HRIS, Employment & Compensation, Employee Relations, Talent Development and Salary Administration & Benefits.


Primary Function of Organizational Unit

The UNCW Office of Human Resources provides comprehensive human resources services to campus including employment services, position management, salary and benefits administration, learning and talent development, and employee relations.

UNCW Office of Human Resources is in the process of a strategic reorganization redefining HR strategy, processes and culture to support and align talent management structures (recruitment, development, retention, succession) with overall campus goals. This realignment will allow HR to collaborate with other leaders by impacting outcomes in operational and strategic decisions, while managing risks through compliance with legal, financial and/or organization requirements through the application of best practices.

The Associate Vice Chancellor of Human Resources is a member of the Chancellor’s Cabinet and a director report to the Chancellor.

Minimum Requirements

- Bachelor Degree in Human Resources Management, Business Administration, or related field and a minimum 8+ years of progressive Human Resources experience; an equivalent combination of education and experience may be substituted
- Supervisory/ management experience and demonstrated coaching/ mentoring skills
- Advanced knowledge and understanding of human resources management principles, practices, and standards
- Strong technical knowledge with human resources systems and applications
- Demonstrated effective professional human resources leadership skills
- Knowledge of organizational structure, staffing patterns, and job design
- Effective interpersonal skills and the ability to deal credibly and effectively with senior institutional leadership
- Ability to supervise and train employees through organizing, prioritizing, and scheduling work assignments
- Ability to foster a collaborative work environment
- Strong customer service orientation, analytical and critical thinking skills
- Ability to analyze, summarize, and effectively present data to small and large groups across the organization
- Ability to analyze problems and develop creative solutions to complex human resource issues
- Demonstrated ability to effectively interface with senior management
- Experience managing an innovative and strategic operational organization
- Knowledge of contemporary principles of human resource management and public personnel practices; federal and state employment laws and regulations; and public sector employment policies and procedures
- Broad knowledge of benefits, employment, compensation, HR systems, organizational development, employee relations, talent acquisition & management, equal opportunity & affirmative action, and training and development
- Demonstrated commitment to diversity and ability to work collaboratively with diverse, multi-cultural constituencies


Preferred Qualifications

- Master’s Degree and a minimum of 5+ years’ experience
- Process improvement skills associated with LEAN, Six Sigma, or Kaizen methodologies in a HR environment
- Higher-Education experience
- Familiarity with NC policies governing Human Resources
