Associate Vice President for Affirmative Action

Overview: The Affirmative Action Office (AAO) is charged with supporting the University's strategic goals of advancing a diverse and inclusive community by providing expert advice and leadership to colleges and departments, faculty and staff ensuring a workplace free from discrimination and harassment striving toward inclusion excellence. As a federal contractor, Pennsylvania State University is bound by federal laws that address affirmative action efforts and compliance. Responsibilities: Leads strategic planning and implementation of anti-discrimination compliance programs, practices, and policies impacting faculty and staff across the University; responsible for all faculty and staff affairs that fall within the role of Affirmative Action Office; ensures adherence to local, state and federal laws and University policy as related to Equal Employment Opportunity (EEO)/Affirmative Action policy and non-discrimination; serves as liaison between the University and federal agencies; oversees AAO staff to ensure that they have appropriate communications, developmental opportunities and performance feedback to successfully perform their responsibilities; coordinates and manages the development and implementation of University Affirmative Action plans in collaboration with legal counsel; acts as advisor and resource to supervisors and managers concerning their responsibilities in regard to policies and legal requirements; conducts thorough and impartial investigation of all internal discrimination, including staff and faculty, and external discrimination related complaints with the goal of working towards resolution; will work in conjunction with other offices within the University, as appropriate; responsible for supervision of AAO staff responses to discrimination complaints/charges against the University as filed by external agencies including but not limited to PHRC, EEOC, OCR and OFCCP; monitors faculty searches and promotes best practices in sourcing and attracting a qualified diverse pool of applicants in an effort to address underrepresented populations for all University campuses; serves as a critical strategic partner in promoting the efforts of Penn State Human Resources in creating and monitoring staff attraction, recruitment and retention policies/procedures to enhance diversity, good faith efforts and outreach; oversees and responds to Office of Federal Contract Compliance (OFCCP) audits in collaboration with Human Resources, legal counsel, office of planning and assessment and other departments, as appropriate; serves as content expert with respect to development and delivery of ongoing training to preclude discrimination in the workplace and to affirmatively promote and sustain an employment environment of awareness, inclusion and respect; provides University-wide education concerning local, state and federal laws, policies, and goals related to AA/EO; manages centralized reasonable accommodation services and oversees compliance as regulated by the Americans with Disability Act (ADA); and monitors and disseminates updates on regulatory trends and best practices in higher education related to discriminatory practices, establishes and implements reporting and audit procedures that measure the effectiveness of programs. Required Qualifications: Will possess a Master's degree or higher, plus a minimum of 12 years of relevant job experience, preferably in a higher education environment; demonstrated experience as a leader in areas of affirmative action, equity, and inclusion; strategic thinker who can develop a vision with the ability to implement change; strong interpersonal skills to interact with a variety of constituents and stakeholders, and to establish productive working relationships with other senior administrative leaders, deans, faculty and staff, excellent oral and written communication skills including the ability to present to a wide variety of constituents in order to inform, influence, and collaborate on University-wide initiatives; broad range of experience in Affirmative Action and a current understanding of all federal and state anti-discrimination laws, regulations and requirements applicable in higher education; proven track record of driving the successful development and implementation of organization-wide affirmative action programs; and commitment to fostering and advancing a diverse workforce
