Overview:

California State University, Fresno seeks an active, energetic, positive individual to serve as Associate Vice President for Faculty Affairs. Reporting to the Provost and Vice President for Academic Affairs and working with the deans, chairs, faculty, and staff, provide collaborative, ethical leadership in the promotion of the university's mission and commitment to diversity.

The Associate Vice President (AVP) for Faculty Affairs is an ex officio member of the Academic Affairs Leadership Team and reports directly to the Provost. The AVP is responsible for all academic personnel matters and for building relationships with and among the faculty and campus community. This is an at-will Management (MPP) position and may be granted academic retreat rights to a faculty appointment.

The successful candidate should have a positive attitude and a leadership style that is characterized by a commitment to diversity, integrity, ethical practices, and respectful collaboration. The successful candidate should also be knowledgeable of and experienced in academic personnel policy and possess exceptional organization and time management skills

Position Summary:

Under the general direction of the Provost, the Associate Vice President (AVP) for Faculty Affairs implements, interprets, and ensures compliance with, the Unit 3 (CFA) and Unit 11 (UAW) Collective Bargaining Agreements and provides leadership and assistance to the director of the Center for Faculty Excellence on matters pertaining to faculty onboarding, faculty professional development, and faculty research, scholarship and creative activities

Leadership to the campus community

Represent the campus to the university community and community at large. Provide input to leadership on issues related to personnel: The AVP provides leadership, support, and oversight for faculty recruitment, evaluation, professional development, research and scholarly activities, and employment matters related to faculty

Service to the campus community

The AVP sits on a number of campus committees as the Provost's or President's representative or designee. The AVP is a member of the Academic Senate's Personnel Committee, and provides support for the development of, or amendments to, faculty personnel policies. As a member of the Academic Affairs Leadership Team, the AVP is essential in advising academic deans and department chairs on faculty personnel matters, policies, CBA interpretations, and various personnel transactions

Training

Conduct, plan, and/or supervise training related to new faculty orientation, recruitment policies and practices, probationary plans, retention, tenure, and promotion processes and policies, and compliance with the Unit 3 and Unit 11 CBAs. The AVP coordinates and supervises all related procedures, and provides policy interpretations to department chairs, committees, academic deans, and the Provost

Representative of the University for Unit 3 and Unit 11

The AVP is the Level 1 hearing officer for grievances, and serves as the employer representative in arbitration hearings. As employer representative, the AVP responds to DFEH and EEOC complaints brought by faculty; conducts investigations, particularly in cases related to alleged faculty misconduct; coordinates with the AVP for Human Resources and the Dean of Students for complaints related to harassment, discrimination, and retaliation; and advises the Provost and President on disciplinary matters

Management of Faculty Affairs and Center for Faculty Excellence

The AVP directly supervises professional staff in Faculty Affairs and supervises staff in the Center for Faculty Excellence in support of these responsibilities. This includes professional development, process improvement, communication, and oversight of work

The AVP leads the campus as an active, innovative, encouraging leader who promotes and practices with integrity, collaboration, and respect

Qualifications:

Minimum Required Qualifications

  1. Must hold the rank of full Professor with tenure or must hold the appropriate academic credentials that would qualify them for a tenured full Professor appointment at Fresno State
  2. Effective experience as a dean, associate dean, department chair, or administrative equivalent.
  3. Ability to manage a Human Resource/Faculty Affairs office and demonstrate the understanding of personnel-related laws such as affirmative action, equal pay, ADA, Whistleblower, Conflict of Interest, HEERA, Title VII, Title IX, etc.
  4. Commitment to the University's Value of Diversity and the University's Mission

Must be able to demonstrate:

  1. Experience
    1. and appreciation for, shared governance and collective bargaining
    2. with implementation of academic policies
    3. interacting and collaborating with administrators, faculty, and staff from diverse backgrounds
    4. as an innovative thinker, with imaginative ideas for increasing faculty engagement in the collaborative mission of the university
  2. Knowledge
    1. personnel transactions and coordination of collective bargaining, campus policies, and other guides (e.g., recruitments & appointments, Retention Tenure and Promotion, leaves, etc.)
    2. faculty policy development and its relationship to collective bargaining agreement and laws.
  3. Skills
    1. impromptu speaking skills, and an aptitude for writing well-organized and well-reasoned documents under serious time constraints
    2. exceptional organization and time management skills to prioritize, organize, and manage a consistently demanding workload
  4. Ability to
    1. communicate clearly, persuasively and timely.
    2. represent the university as a leader, and convey its mission and values
    3. handle sensitive personnel issues with confidentiality in a public and unionized environment
    4. work and navigate in a transparent and public sector environment.
    5. listen to, affirm, and constructively guide faculty, deans, and staff toward a sound reading of policy, and provide effective and creative resolutions.

Preferred Qualifications

  1. Demonstrated ability to supervise a professional staff; experience in recruitment and evaluation of staff
  2. Experience in receiving student, staff, or faculty complaints; knowledge of the appropriate administrative disposition of such complaints.
  3. Knowledge of investigatory procedures related to complaints of discrimination, harassment, and/or retaliation
  4. Knowledge of faculty development as it relates to a diverse student population, complex learning needs, and the integration and use of technology
