Job Purpose
Towson University (TU), the largest university in the Baltimore area and the second-largest university in the University System of Maryland, is seeking a collaborative and strategic leader to serve as Associate Vice President (AVP) for Human Resources. Reporting to the Vice President for Legal Affairs and Human Resources, this position serves as the Chief Human Resources Officer and a member of the President's Council, which is engaged in implementing transformative change at the University. The AVP will have the opportunity to shape and build upon efforts already underway to advance the University's strategic plan, particularly in the areas of campus diversity, employee well-being and professional development, and operational effectiveness, while leading thoughtful organizational and cultural change.

The AVP leads a department of over twenty professionals and works with them to establish, implement, and communicate policies, systems, and procedures to support a positive, diverse, and inclusive environment and culture for a campus of 3,500 employees. The AVP will be an inspiring and strategic leader who engages the HR staff in the development and delivery of an HR strategic plan aligned with the institutional strategic plan, and is able to deliver those plans in an effective and responsive manner to all members of the community.

The AVP will function as a credible and trusted advisor to the executive/senior leadership of the university regarding key organizational and management issues, providing technical as well as strategic advice that is founded upon an expert understanding of human resources management in an academic context. The AVP will engage colleagues as an effective listener and problem-solver with unassailable ethics and a reputation for integrity while providing oversight and administration in the areas of recruitment and retention, compensation, benefits, training and development, Human Resources Information Systems (HRIS), policy development and administration, employee and labor relations, and performance management. The AVP will guide the department in implementing best practices related to technology and talent analytics to advance HR initiatives, as well as ensure compliance with all applicable federal and state laws.

The AVP will be a major champion for diversity and inclusion initiatives for the University and will be a visible leader in advising and assisting the community in fostering an environment that affirms the values of diversity through education, innovation, and accountability. The AVP must leverage multiple data sources and systems to provide the campus with reliable information as strategic HR decisions are implemented. As a strategic partner, the AVP will work collaboratively with a variety of constituent groups throughout the university to deliver a progressive and innovative plan for positioning the university as an employer of choice in the region. The AVP will also represent the university and serve as a liaison between the university and other human resources professionals within the University System of Maryland and other state agencies.

Candidates must have at least a Bachelor's degree and extensive, progressive human resources experience; and an MBA, JD, or MA/MS and SPHR/SHRM-SCP certification are preferred. A significant portion of a candidate's experience must be in a senior leadership/supervisory role in developing and leading change and improving internal human resource services in a higher education setting or a similarly complex environment.

The successful candidate will be professionally engaged, possess excellent interpersonal and communication skills and have demonstrated the ability to implement and facilitate strategic change. Additional requirement include:

• In depth knowledge of best practices in human resource management, but forward thinking to create the next practices with the understanding that this work is ever-changing in an academic environment.

• A thorough understanding of recruiting, retention, performance management, employee relations, training and development, diversity and inclusion, labor relations including negotiations and grievances, employee benefits, compensation, HR information systems, and the use of data analytics in development and assessment of HR initiatives.

• Knowledge of diversity issues with evidence of development of effective initiatives that promote diverse, equitable, and inclusive working environment.

• A proven track record of working with teams and managers to achieve more efficient and effective operations.

• A deep appreciation of and respect for life-long learning and the transformative power of higher education.

• Strong integrity and excellent emotional intelligence skills.
