Position Summary

The Benefits and HRIS Manager is responsible for leading and overseeing PCORI’s benefits policies, administration, compliance and staff communication of PCORI’s employee benefits plans and programs including Medical, Dental, Vision, Life Insurance, FSA, AD&D, COBRA, Short and Long Term Disability, Retirement, Education Assistance and Tuition Reimbursement programs, and Family and Medical Leave compliance. The Benefits and HRIS Manager ensures all PCORI benefits are designed and administered in compliance with applicable regulatory requirements and that PCORI benefits are competitive. The Benefits and HRIS Manager also oversees the day to day maintenance of and is responsible for the data integrity of the Human Resources Information System (HRIS).

Duties and Responsibilities


  • Oversee the daily, weekly and monthly benefit processing. Conduct monthly benefit provider invoice reconciliations against employee elections/deductions in the Payroll.
  • Lead and ensure timely and thorough processing of all benefit enrollments, terminations, changes, beneficiary changes, disability claims, rollovers, distributions, loans, hardships, and compliance testing (as needed).
  • Lead and maintain a strong working relationship with third party benefits consultants, brokers, adminisrators, etc.
  • Lead and ensure successful annual open enrollment process to include working with brokers on renewals, plan design and premium sharing plans, planning and communicating sessions and designing collateral benefit open enrollment and summary plan description documents.
  • Responsible for all Patient Protection and Affordable Care Act (PPACA) related reporting, filings and communications. Will work closely with PCORI’s third party administrators, vendors and internal departments to ensure ACA compliance. 
  • Serve as the Administrator to the PCORI Retirement Plan assisting employees with enrollments, changes and ensuring compliance with notifications and communications.
  • Oversee maintenance of employee benefit files and updating of employee payroll records as appropriate.
  • Educate and inform potential candidates, new hires (conduct new hire benefits orientation) and current employees about PCORI’s benefits offerings. Oversee annual health/benefits fair and flu shots, etc.
  • Administer and oversee PCORI’s leave programs including FMLA and the coordination with PTO, disability, worker’s compensation and Payroll.
  • Prepare and disseminate required communications and notifications to PCORI staff.
  • Handle and respond to staff benefit inquiries to ensure quick, equitable, courteous resolution.
  • Work with the Director, HR to translate long-term benefits objectives into short-term actionable annual goals.


  • Serve as the primary coordinator of PCORI’s HRIS (ADP WorkForce Now, WingSpan, Tuition Manager) and is responsible for data accuracy and integrity, ensuring accurate employee data for the analytics that inform business decisions.
  • Serve as a technical lead and/or project manager for ADP WorkForce Now module implementation.
  • Responsible for data entry into the HRIS and troubleshoots any issues that may arise with processing of personnel actions such as new hires, terminations and promotions, transfers into ADP WorkForce Now and other systems as applicable.
  • Gather and analyze employee data and oversee the processing of monthly billings and the preparation of A/P submission for payment for all group plans.
  • Maintain benefit databases and payroll system benefit records as appropriate. Be able to prepare regular benefit reports from relevant databases as requested.
  • Work cooperatively with Finance to administer PCORI’s biweekly payroll through ADP WorkForce Now to include being responsible for employee benefit deductions and employee salary information, reviewing and reconciling PCORI’s biweekly payroll to ensure accuracy.



Required Skills

  • PHR and/or CEBS professional designations preferred.
  • Ability to interpret and apply in-depth professional knowledge to solve complex problems.
  • Excellent communication and organization skills are required.
  • Project management/leadership skills and experience. Ability to work independently when required or to work as part of a team.
  • Capability of effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Strong analytical skills and a thorough knowledge of plan designs and administration.
  • Proficiency and technical aptitude with the ability to utilize MS Word, Excel, Power Point, and ADP WorkForce Now. SilkRoad Talent Management Suite experience strongly preferred.

Required Experience

  • Bachelor's degree and six to eight years related benefits or employee benefit administration experience required.

  • A solid foundation of HRIS knowledge, to include new system implementation and managing and optimizing a system; ADP and SilkRoad Talent Management Suite experience strongly preferred.

  • Experience with and knowledge of all relevant federal and state regulations, filing and compliance requirements both adopted and pending affecting employee benefit programs, including ERISA, COBRA, FMLA, ADA, Section 125, Workers Compensation, Medicare, COBRA and the Patient Protection and Affordable Care Act (PPACA).
