Job Summary:

The Benefits Manager oversees the design, implementation, communication, and administration of the organization's benefits and wellness programs for US and expatriate staff and informs the benefits philosophy, approach and minimum standards across CRS' field operations. The Benefits Manager is responsible for managing vendors and benefit-related compliance and ensuring alignment with the organization's strategy and resources.

Health Related Benefits

  • Design and manage CRS's approach to health-related benefits, including health, life, and disability insurance that are efficient and cost-effective
  • Manage budget, pricing, and projected expenses of all health-related benefits, including determination of employee/employer cost-share percentages pertaining to each element
  • Manage communication and enrollment of all health-related benefits
  • Ensure consistent and compliant enrollments and policy interpretations around health-related benefits, including determination of carryover benefits for returning employees
  • Manage all aspects of compliance related to health benefits, including maintenance of overall plan document(s)
  • Set global standards around health benefits for CRS employees around the world

 Retirement Related Benefits

  • Manage CRS' approach to retirement-related benefits for US and expatriate staff, including market leading products that are efficient and cost-effective
  • Ensure consistent and compliant enrollments and policy interpretations around retirement-related benefits, including determination of carryover benefits for returning employees and maximum contribution levels
  • Manage budget, pricing, and projected expenses of all retirement-related benefits, including determination of employee/employer contributions
  • Lead the CRS Retirement Investment Committee to ensure that the organization is offering employees a variety of adequately performing investment options

 Security and Other Benefits

  • Manage CRS' personal leave programs (vacation, holidays, personal days, sick, military/jury duty, LOA etc.), including setting and communicating clear policies and protocols and managing exception requests with transparency and consistency
  • Manage CRS's approach to security-related benefits including business travel and emergency evacuation insurances--in cooperation with vendors and brokers--that are efficient and cost-effective
  • Manage all aspects of mandated leave (FMLA, workers comp, etc.) including communication, application eligibility, adjudication, and tracking
  • Manage a variety of other employee benefits, including flexible spending accounts and transportation/parking services
  • Manage Defense Base Act (DBA) insurance, in line with USG regulations
  • Manage unemployment programs, claims, and regulations

 Employee Wellness

  • Develop an employee wellness philosophy that includes elements of physical, emotional, and financial wellness
  • Design, communicate and support employee wellness programs across CRS, working in close collaboration with internal and external stakeholders
  • Develop and manage a robust and accessible Employee Assistance Plan, with a focus on specialized psychosocial options for international staff

 General Compliance

  • Proactively managing all compliance aspects of CRS benefits plans, including federal, state, and local regulations, required reports and filings, and management of personnel files; keeping on top of trends and changes and responding in a timely manner

 Customer Service

  • Ensure all benefit inquiries and complaints are provided a timely, equitable and courteous response and resolution
  • Ensure all staff have updated access to accurate and comprehensible Benefit Summaries
  • Ensure that the benefits information on CRS Global site is self-service oriented, user-friendly and regularly updated
  • Create and publicize benefits support services that are perceived as responsive, highly accurate, adequately empathetic, and highly consistent by users

 Supervision

  • Provide mentoring and support to a small team of Benefits Specialists

Requirements

Qualifications:

  • Bachelors' degree in Human Resources or related field, master's degree preferred.
  • Eight to ten years of human resources experience with five or more years managing a benefit function in a complex organization.
  • Knowledge of laws related to benefits, FMLA, ADA, pension and retirement plans, leave policies and practices
  • Proven experience managing vendors and complex service contracts, including negotiating favorable terms
  • Experience managing large budgets and calculating projected costs
  • Experience with HRM systems; ADP is preferred.
  • Strong communication / presentation skills

Preference For:

  • Understanding of Catholic Social Teaching as it relates to benefits
  • Experience working in an international organization and familiar with expatriate practices
  • CEBS certification
  • Experience managing and motivating a team
  • Personal/Professional Skills:
  • Ability to empathetically communicate with employees regarding delicate and sensitive issues
  • Ability to uphold confidentiality with recordkeeping and communications
  • Highly developed problem solving and communication skills
  • Effective negotiation skills
  • Strong interpersonal and customer service skills

Required/Desired Foreign Language: English required, French, Spanish or Arabic a plus
