The actual hiring salary will depend on the experience, education and qualifications of the successful candidate.
This position reports to the Deputy Director of Human Resources.  The ideal candidate for this Benefits/Well-Being Manager position will have experience in managing staff, conducting research, developing and implementing strategies, as well as having the passion and experience in planning programs that benefit the organization's health, safety, and total well-being.
The qualified person will evaluate, participate in negotiations, recommend and oversee administration of all benefits, retirement programs and well-being programs.  This professional will identify ways to enhance our city benefits by initiating health and wellness programs to include the offering of solutions to employees for issues such as stress management, nutrition, smoking cessation and more.
  • Recommends benefits programs to management by studying employee requirements and trends and developments in our benefits and those benefits offered by other organizations, and manages those benefits.
  • Oversees all of our employee on-boarding needs and administration.
  • Knowledgeable in bringing in experts in diet, exercise and lifestyle fields, stress management and other well-being areas when devising plans to better enhance the City Employee offerings.
  • Supports management's decision making by analyzing benefit options and predicting future employee needs for well-being and the related costs.
  • Identifies benefit options by studying programs; obtaining advice from consultants.
  • Complies with federal, state, and local legal requirements by studying existing and new legislation; obtaining qualified opinions; enforcing adherence to requirements; advising management on needed actions.
  • Informs employees of benefit usage by preparing and distributing benefit reports.
  • Works within the benefit records systems; initiating new-hire benefits; recording changes.
  • Resolves employee questions and problems by interpreting benefit policies and procedures.
  • Expedites delivery of benefits by establishing and maintaining working relationships with benefit providers.
  • Reconciles benefits accounts by approving billing statements.
  • Oversees Open-Enrollment for benefits
  • Champions the Well-Being Fair and other employee wellness strategies
  • Completes operational requirements by scheduling and assigning employees; following up on work results.
  • Oversees and Maintains benefits staff by recruiting, selecting, orienting, and training employees.
  • Oversees and Maintains benefits staff job results by coaching, counseling, and disciplining employees; planning, monitoring, and appraising performance and job results.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Works within financial budgets
  • Prepares special reports by collecting, analyzing, and summarizing information and trends.
  • Develops and maintains information systems to provide needed services and data to adhere to ACA and all compliance and records requirements.
  • Functions as the manager of Health Insurance Portability and Accountability Act (HIPAA) compliance for the city to ensure appropriate access and confidentiality of Health Information.
  • Oversees Family Medical Leave Act Administration (FMLA)
  • Contributes to team effort by accomplishing related results as needed.


  • Bachelor's degree in Human Resources, Business, or related field. Master's degree preferred. An equivalent combination of education and/or experience.
  • A formal education in a benefits/health and wellness related area, 5 plus years of managerial job experience, and benefits certifications.
  • Strong interpersonal and communication skills and the ability to motivate effectively.
  • Advanced Technology, data base management and HRIS system skills as they relate to Benefits and Compensation.  Skills in Excel, Word, Power Point and access.
