The University of Wyoming Human Resources department is currently looking for a HR Systems Manager that will assist with implementation of Oracle Cloud HCM, reporting to the Associate Director of Classification & Compensation/Talent Acquisition.  This position will remain open until filled, and first review of applications will begin on August 11th, 2017.

This position is responsible for working directly with Instructional Designers and other Business Analysts to facilitate business process teams in conducting operational and process analysis. The selected candidate for this position will generate recommendations for technical solutions for division-wide business process redesign including proper hardware/software platforms and methodologies and act as project leader in analysis and implementation of administrative business systems with university-wide impact.  Responsibilities are to prepare plans consistent with business process recommendations, plan and execute coordination and integration of computer programs to ensure cost effective utilization of resources, liaison between various constituencies to create and implement automated business processes and help troubleshoot problems and issues for users.

Essential Duties

Provide coordination and integration of computer systems and programs in business related functions. Project lead for implementation of bi-yearly upgrades to system as well as working with cross-functional teams to define user roles, permissions, and controls.  Act as designated liaison with the divisions and departments in performing process design and analysis. Provides system solutions for issues through the implementation lifecycle, including gathering requirements, conducting and documenting fit-gap, designing and performing test scripts, validating data results and confirming functional owner understanding, approval and final sign off.
Plans and initiates assurance/acceptance testing of new system functionalities.

Validates the conversion of transactional data and control table data during system upgrades and new system implementations. 
Works directly with technical team to design solutions that make effective use of business systems, recommending innovative approaches to achieving business objectives with a minimum of customization effort. 
Knowledgeable about subsystems that both feed into the financial system and receive data from the financial system. 
Provides impact analysis for proposed changes both within and outside of the financial system. Provide assistance in the generation of ad-hoc reports and dashboards.

Prepare and update strategic plans for utilization and integration of technology into business processes.  Manage Projects in identifying business requirements as well as technical, procedural, and functional gaps for business process improvement. Make recommendations on new functionality with consideration of institution policies, and procedures, balancing the potential risks against expected benefits.  Prepare flowcharts and business process guides. Review proposed administrative applications to assure that integration of business process redesign occurs with appropriate technology.  Provides impact analysis for proposed changes.

Collaborate with product vendors, development team, IT, functional area, and consultants to provide in-depth functional solutions and ensure development of efficient and sustainable application systems utilizing best-in-class standards, procedures, and methodologies.

Serve as subject matter expert on university cloud systems.  Assist in the maintenance of designated office(s) with application cloud systems. Make recommendations to improve designated office(s) efficiencies through technological and process redesign.  Train staff in use of business systems and cloud platforms. Provide main point of contact for users with questions on cloud system problems. First response to system problems reported by module owners, often unprecedented in nature. Leads user groups and other constituencies in sessions to address and resolve complex issues affecting the application and related systems.

Conduct presentations on computerization plans, needs and budget. Communicate with directors and administrators on technological requirements and trends. Provides leadership, guidance and training to team members and partners in performing effective analysis. Create power point presentations and other communications that are clear and concise.


Minimum Qualifications

Bachelor's Level Degree and five (5) years of HR Systems experience.  Candidates must also demonstrate all required experience, skills and abilities below:

Strong understanding of HR fundamentals and processes.

Minimum of three (3) years of experience in data analytics, process optimization, or business analyst capacities with progressive responsibilities.

Minimum two (2) years of project management experience required.

Strong understanding of Data Modeling concepts.

Excellent analytical skills and demonstrated ability to solve problems quickly and creatively.

Previous experience acting as liaison between HR operations and technical functions ensuring proper documentation of systems functions and capabilities and facilitating the training of staff.

Demonstrated attention to detail and quality of work delivered.

Ability to meet tight deadlines and to prioritize a large number of conflicting and frequently changing priorities.

Minimum of two (2) years of experience developing reports and dashboards utilizing report writing software (i.e. Crystal Reports) required.

Experience with Microsoft Office and advanced knowledge with Excel, including Pivot Tables and graphing.

Excellent interpersonal, verbal and written communication skills.

Desired Qualifications

Three (3) or more years' HRIS experience in a managerial position is preferred.

Experience with Oracle Cloud HCM or other related systems experience.

Strong understanding of detailed compensation plans.

Ability to generate/create queries and ad hoc reports.

Experience with change management as it relates to HR technologies, performance improvement, and analytics and metrics within an HR department.

Experience working with various constituents to implement additional features and/or design and implement new business processes.

Prior experience implementing an HR system from the ground, up.

Ability to partner with Payroll, Finance, Human Resources and Information Technology, and subject matter experts to identify opportunities to create more effective and efficient processes.
