Chief Human Resources and Administration Officer

Reporting to the Executive Vice President & Chief Operating Officer, the Vice President and Chief Human Resources and Administration Officer is responsible for directing all the people functions of the Agency in accordance with the policies and practices of the Agency, including recruitment, onboarding, employee relations, compensation, benefits, staff care and wellness, learning, talent development and succession planning. He/she also is responsible for the strategic human resource planning to provide the Agency with the best talent available and to position the agency as the employer of choice by being aware of the policies, practices, and trends specifically relevant to the international non-governmental organization (INGO) sector and employees in general. In addition, this position will oversee Save the Children’s facilities and building operations. This person will be based in either Fairfield, CT or Washington, DC. This position requires 25-30% travel, with frequent travel between both Fairfield, CT and Washington, DC offices.
Essential Duties, Responsibilities and Impact
The Vice President and Chief Human Resources and Administration Officer will Plan, develop, organize, implement, direct and evaluate the Agency’s human resource functions and performance by:
- Participate in the development of the Agency’s plans and programs as a strategic partner, particularly from the perspective of the impact on people by translating the strategic and tactical business plans into HR strategy and operational plans with particular attention to the organizational and cultural changes, especially in relation to the Save the Children movement. Evaluate and advise on the impact of long-range planning of new programs/strategies and regulatory action as those items drive the attraction, motivation, development and retention of human capital.
- Develop staffing strategies and implementation plans and programs to identify talent within and outside the Agency for positions of responsibility, enabling the organization to embrace applicants and employees of all backgrounds, encouraging their full development and performance. Identify all appropriate and effective external sources for candidates at all levels of the agency, including innovative ways to tap into talent via volunteers, executives on loan, new business models for securing surge capacity, and relationships with graduate schools and interns.
- Develop progressive and proactive compensation and benefits programs to provide motivation, incentives, and rewards for effective performance; provide programs for the short-term and long-range health and welfare protection of employees.
- Place a strong focus on internal Save the Children U.S. staffing/staff development/HR management. Develop human resource planning models to identify competency, knowledge, and talent gaps and develop specific programs to fill these gaps. Areas of focus will include: strategic advisement on organizational development, structure and personnel forecasting to ensure alignment with Agency strategies; talent management through succession-planning programs for key contributor and management positions; training and development programs to prepare employees for more-significant responsibilities; and general business development programs to enhance employee understanding of the business of the Agency, as well as of the INGO sector.
- Develop appropriate policies and programs for effective human capital management. Included in this area, but not limited to the following programs, are employee relations, affirmative action, sexual harassment, employee complaints, external education, and career development.
- Develop talent/practices to drive best practices for a global movement. Work closely with SCI & other members to significantly shape and influence knowledge beyond Save the Children U.S.
- Manage all aspects of building operations including building services and utilities, space requirements, and furnishings for Agency offices in Fairfield CT, Washington DC, and Lexington KY. The small Building Operations staff managed by the Vice President and Chief Human Resources and Administration Officer is responsible for reception services, facilities-related vendors and services, general troubleshooting, and meeting/event set up.

Required Background and Experience, Skills and Behaviors
- 15-plus years’ HR experience with a minimum of 10 years at the HR leadership level. Master’s degree or equivalent desirable.
- An experienced human resources executive with appropriate for-profit and non-profit international and domestic industry experience and proven leadership ability.
- Demonstrated sound HR technical skills, analytical ability, good judgment, and strong operational focus; a strategic planner.
- The proven ability to relate to people at all levels of the agency; an intelligent and articulate person who possesses excellent communication skills.
- Viewed as a good educator who is trustworthy and willing to share information, while observing confidentiality; experience serving in a mentor capacity.
- Experience in conflict resolution; an excellent facilitator.
