We are seeking a seasoned human resource executive who has proven management and human resource experience in a complex, highly matrixed environment. The Chief Human Resources Officer (CHRO) will be a key member of the senior leadership team and will provide strategic leadership for HealthPartners human resources while aligning the people, processes, and practices organization-wide. This role will provide leadership for the programs, practices, and relationships that affect our ability to attract, develop, retain, and engage employees so that we can fulfill HealthPartners mission and vision of health as it could be, affordability as it must be through relationships built on trust. This individual will build and maintain collaborative partnerships with other leaders to achieve our goals and further cultivate a Head + Heart, Together culture.

This role requires someone who has a strategic mindset with a strong tactical human resources foundation, and the vision and experience to learn and grow, and support our work to build a team and culture to achieve our mission, vision and values. The CHRO must be engaged, proactive, and diplomatic while partnering with key executive leaders as well as other human resources leaders across the HealthPartners family of organizations to ensure a healthy culture across our organization.

The principal accountabilities for this position include:


  • Provide strategic leadership of human resources functions for HealthPartners in a manner that cultivates Head + Heart, Together values, and alignment of our people processes and practices organization-wide.
  • Lead the human resources department functions, including but not limited to recruitment, retention, performance management, employee and labor relations, compensation and benefits, employee well-being programs, diversity and inclusion, employee engagement, leadership development, human resources communications and technology.
  • Build and maintain collaborative partnerships with operational, clinical, financial, and administrative leaders and ensure that human resources strategies, processes and practices are aligned to support the execution of strategic objectives and initiatives across the HealthPartners organization.
  • Lead development and implementation of the human resources strategic and annual plans with an emphasis on the programs, practices and relationships that affect our ability to attract, develop, retain and engage employees today and in the future.
  • Responsible for overall strategy and implementation of approaches to create a diverse and inclusive workplace.
  • Partner with the Chief Quality Officer to ensure that quality improvement and change management skills are integral to our culture and teams.
  • Responsible to design and execute leadership development strategies, programs and approaches in partnership with the SVP, Chief Marketing Officer, to equip leaders for the future, support work across the organization, and deliver on our brand promise.
  • Accountable for development and implementation of compensation and benefits strategies, as well as the people and processes related to compensation and benefits, including timely, accurate paychecks and compliance with applicable federal, state and local regulations and laws.
  • Chair the People Council which is an organization-wide group of business and human resources leaders across HealthPartners focused on human resources strategy, culture, communications and execution to enable operational success.
  • Work closely with the President and CEO. As a member of the senior leadership team act as a trusted advisor in order to achieve strategic, financial and team objectives, as well as succession planning, diversity & inclusion and organizational development efforts to equip the organization for success long term.
  • Serve as staff support to the HealthPartners Board of Directors Compensation and Leadership Development Committee on matters of executive compensation and benefits design, leadership and development for key positions, and physician compensation strategy.
  • Oversee the development, maintenance, and renovation of administrative facilities at the HealthPartners Bloomington, St. Paul and Richfield locations including office space design and renovation, telecommunications, security, physical plant and grounds maintenance, mail service, and photocopying service.
  • Responsible for the supervision of human resources staff, including having the authority to hire, transfer, lay off, promote, discipline and discharge, train, reward, and review performance of employees.
  • Oversee the creation, update and ongoing testing of business continuity and disaster recovery planning and preparation for assigned operational areas. Participate as requested in incident command training and drills.
  • Serve on the enterprise risk management steering committee, and other leadership forums and boards as assigned.

The ideal candidate will have a master’s degree with at least five years of HR executive management experience working directly with senior officers / leaders of an organization as well as 10 years of human resources leadership or organizational consulting experience working in a highly matrixed environment. Additionally, the ideal candidate will have demonstrated experience in developing human resources strategies to support the achievement of overall business operations objectives.

Specifically, it is important that the candidate has experience or thorough knowledge in the following areas:

  • Previous experience functioning as a strategic business advisor to executive/senior management regarding key organizational and management issues.
  • Demonstrated experience in leading cross-functional collaboratives with a focus on effectively building relationships with key constituents to accomplish disciplined execution of strategies and risk mitigation.
  • Strong people management and leadership skills. Highly effective communicator who works well with people at all levels.
  • Highly engaged and proactive management style, with demonstrated tact and diplomacy.
  • Ability to handle confidential information with discretion.
  • Strategic thinker with an understanding of how human resources impact all aspects of our work as an interconnected system.
  • Ability to formulate optional approaches to problem-solving, provide effective advice, and recommend a course of action.
  • Ability to develop, promote and implement strategies that may involve significant cultural and organizational change.
  • Ability to identify, analyze, and create solutions for organization design issues and an ability to facilitate change throughout the organization.
  • Ability to communicate effectively (all forms) with all levels of management, HealthPartners Board, employees, and other stakeholders.
  • Ability to effectively build relationships and partnerships.
  • Demonstrated business skills and financial understanding.
  • Commitment to the philosophy, mission, vision, and values of HealthPartners and ability to demonstrate those values in leadership practices.
