Job Details

Develop and maintain the City of Minneapolis job classification, job analysis and job evaluation programs in order to ensure that the City attracts, recruits and maintains a world-class workforce.  Administer City job classification and compensation plans so that the plans comply with all applicable state and federal laws, applicable ordinances and Civil Service rules.

Job Duties and Responsibilities:
  • As an integral part of the City's Total Compensation team, provide program leadership and direction as well as identify opportunities for continuous improvement in the City's classification strategy so that the City's classification, compensation and benefits program is an integrated, well-designed, competitive package that supports the City's human capital and business objectives.
  • Make classification determinations by:
    • Assisting department leaders in assessing their organizational and human resource needs.
    • Reviewing job questionnaires, meeting and conferring with managers and employees, evaluating jobs and preparing written reports on findings based on established systems and procedures.
    • Make FLSA status determinations.
  • Provide HR generalist teams and City managers/supervisors with information, policy and procedural instruction, training, advice and program leadership to ensure proper classification of City positions.  Develop and oversee quality assurance process to ensure that consistent application of policies and procedures are implemented across City departments.
  • Prepare, process and represent the City of Minneapolis in appeals of classification decisions.
  • Perform annual maintenance reviews of the City's job classification system.
  • Conduct and respond to market surveys.
  • Administer salary programs and ensure internal equity.
  • Interpret contract language, policies and laws pertaining to classification and compensation elements to managers, payroll and HRIS teams.
  • Advise management on pay equity position to maintain compliance; conduct pay equity analysis and reports as required.
  • Keep records of all classification and compensation related activities. 
  • Respond to compensation and classification inquiries; communicate with stakeholders, including presentations and training activities.
  • Ensure all aspects of job creation process are addressed in a timely manner.
  • Update web documents and information related to job classification, compensation, job analysis and job evaluation.
  • Ensure that the City's job evaluation and job analysis processes are effective, clearly defined, used consistently across City departments and are maintained appropriately to meet City business and human capital goals and objectives.
  • Participate in labor negotiations as needed and provide data, analysis, reports and presentations related to workforce, job allocation, EEO/AA/diversity impacts and job classification for use in bargaining.
  • Provide data input to salary surveys.

Required Qualifications:

Required Education
Bachelor's degree in Human Resources Administration or related field or equivalent progressive experience.

Required Experience
Three years of related classification experience.

Preferred Experience
One year of compensation experience in addition to above.

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions.  Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

This is a non-represented position (CNR).

The eligible list will expire 2 months after being established.


Knowledge, Skills and Abilities:
  • Knowledge of modern human resource information systems.
  • Knowledge of business and management principles involved in human resources management and organizational design.
  • Excellent oral and written communication skills.
  • Strong problem-solving and analytical skills.
  • Demonstrated experience working with employees at all levels of the enterprise including executive leadership.
