Human Resources announces an opening for a Coordinator of Recruitment position. This is a twelve-month position, Grade P-15, on the administrative and supervisory salary scale with a salary range of $92,203 to $138,871 (2016-2017 Salary Schedule – If needed, salary will be revised to reflect the 2017-18 salary adjustment once it is finalized).

DISTINGUISHING FEATURES OF WORK

The Coordinator of Recruitment administers school system wide, multi-faceted recruiting functions; plans, manages and directs the recruitment of staff, to include teachers, teacher assistants, Information Systems, secretaries, bus drivers, custodians and substitute teaching staff; and completes special projects as assigned by the Assistant Superintendent for Human Resources and Director of Talent Acquisition and Management.

Work is performed under the general supervision of the Director of Talent Acquisition and Management.  Work is reviewed in terms of efficiency/effectiveness of operations, quality and timeliness of reports, and compatibility with department goals and objectives.

  • Manages the recruitment process
  • Screens and reviews certified applications and resumes, and refers applicants to principals and supervisors.
  • Codes new applications according to licensure and makes certain all eligible applicants are available for principals and supervisors to view in the applicant tracking system.
  • Assists in organizing APS job fairs, developing recruitment schedules, participates in recruitment trips. 
  • Assists in planning the recruitment materials, ordering supplies, etc.  Reviews resumes and applications resulting from recruitment trips. 
  • Maintains appropriate contact with applicants, employees, administrators, and officials at colleges and universities regarding assigned duties.
  • Coordinates the day-to-day recruitment, screening and placement of job applicants.
  • Develops the annual recruitment plan, to include recruitment sources, projected vacancies and a proposed budget.
  • Administers and implements the application and recruitment processes for teachers, teacher assistants, classified technical and support staff, and teacher substitutes.
  • Plans, conducts and/or participates in college and career fairs, education expos and conventions, and in-house job fairs and recruitment/interview days.

  • Coordinates the capture of recruitment and employment data. 
  • Evaluates the recruitment process, and prepares reports on the progress of teacher recruitment and the effectiveness of recruitment sources and programs.
  • Advises administrators on personnel practices and procedures and other issues related to recruitment and employment.
  • Plans, coordinates and/or conducts the orientation program for new hires.
  • As requested, conducts investigations on sensitive matters, such as sexual harassment complaints, discrimination complaints and child abuse complaints that involve APS employees.
  • Performs related duties as required or assigned.

Requirements

PREFERRED KNOWLDEGE, SKILLS AND ABILITIES

  • Hold or be eligible for the Postgraduate Professional License issued by the Virginia State Board of Education with an endorsement in Administration and Supervision PreK-12.
  • Successful experience in school administration is preferred.
  • Bilingual skills preferred but not required.
  • Administrative/management experience in personnel management.
  • Thorough knowledge of school personnel records management, reporting requirements and the utilization of computer technology to prepare statistical data, reports and analyses.
  • Ability to plan, organize, direct and evaluate recruitment and employment initiatives.
  • Ability to analyze complex personnel issues and to prepare technical management reports.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships with administrative, professional and support employees; representatives of employee organizations; representatives of recruitment sources; and citizens and job applicants.
  • Ability to plan, coordinate, organize, schedule and prioritize activities, functions, and assignments with the flexibility to adapt to changing and urgent deadlines and work requirements.
  • Excellent skills in interviewing, data collection, and report writing.
  • Skill in applying the practices and procedures of recruitment, employment interviewing, and applicant screening.
  • Considerable experience in the teacher recruitment process in school systems.
  • Ability to establish and maintain collaborative working relationships with school district administrative, professional, and staff employees, and employee organizations, and to meet with these individuals to stay abreast of events and issues, focusing on problem identification and resolution, information exchange, and joint cooperation.
  • Experience working with students, families, and staff from various cultural and linguistic backgrounds.  

REQUIRED QUALIFICATIONS

  • Possession of a Master’s degree in education, public or business administration, human resources or a related field or experience in a public school setting; or an equivalent combination of education and experience that demonstrates that the incumbent possesses the above listed knowledge, skills and abilities.  
  • Comprehensive knowledge of human resources/personnel and other applicable state and federal laws, rules, policies, procedures and practices, as related to the recruitment and employment functions.
  • Comprehensive knowledge of the recruitment process, to include interviewing techniques, applicant sources, Internet applications, etc.
  • Knowledge of the licensure and endorsement requirements for teachers.
