The Director of Human Resources is responsible for directing the daily operations of the Office of Human Resources, ensuring a smooth workflow between functional areas and resulting in excellent and timely service to customers. The Director will develop, implement and coordinate policies, programs and procedures in support of employment (In-and Out-Processing), orientation, pensions, leaves of absence (STD, LTD, FMLA, WC, etc.) and other employee benefits as well as records management. The Director will provide supervision and direction to the Pensions/Benefits, HRIS and Switchboard staff and serve as the College's ADA Compliance Officer and the Supervisor of the Certifying Officer for pension compliance. This incumbent is responsible to ensure compliance with state and federal regulations, as well as contract and policy provisions. Works closely with the AVP-HR in the delivery of services and makes recommendations as appropriate

1. Oversees all aspects of the college's benefits programs including but not limited to PERS, ABP and DCRP, supplemental plans, health and dental, supplemental insurances, life insurance, paid time off, leaves of absence, Workers Compensation matters, tuition benefits, etc., personally or through assigned staff
2. Directs daily operations of the Office of Human Resources; ensures timely and appropriate resolution of employee inquiries or issues
3. Provides primary oversight of all personnel records, utilizing proper retention and storage methods as governed by NJ DARM
4. Oversees the timely and accurate processing of all matters related to incoming and outgoing employees.
5. Develops and implements department operational objectives, policies and procedures; formulates and implements recommendations for the continuous improvement of the department
6. Plans and directs the work of assigned staff including training, assigning work and office coverage, maintaining standards, allocating personnel, selecting new employees, and evaluating performance
7. Analyzes existing services and procedures, recommends, implements, documents and communicates improvements or modifications
8. Prepares reports and conducts analysis; prepares financial information as needed
9. Performs annual assessment of PPACA status, takes action as required
10. Develops and delivers training programs and workshops; coordinates benefits/vendor workshops
11. Other duties, projects and committee/task force participation as assigned1. Bachelor's Degree in Human Resources, Labor Relations or related field
2. Minimum of three years' experience administering employee pension/benefits programs within a state government structure required; two or more years' experience working directly with the Division of NJ Pensions and Benefits while administering New Jersey state benefits strongly preferred
3. At least seven years Human Resources experience in a fast paced environment with competing demands that required excellent written and verbal communication, presentation, client service, relationship building, problem solving and multi-tasking skills.
4. Minimum of three years of direct supervisory experience
5. Three or more years of recent experience using MS Office Suite and an ERP database system (preferably Ellucian Colleague) with a general adaptability to new technology solutions
6. Demonstrated experience in process improvement
