Job Details

Summary: To strategically plan, develop, organize, implement, and oversee the Company’s human resources budget and functions at every level. Directs the human resources management of Discover The Palm Beaches in accordance/compliance with all applicable laws, regulations, and pertinent industry practices relating to employment. Plans and controls administration for the corporate office and ascertains that the workforce meets the needs of the Company.

Very broad scope and very high accountability level. Decisions and recommendations made by the incumbent will significantly impact Company operations. Position requires very strong problem solving ability; capacity to assess situations accurately and quickly make the right decisions; and recommend countermeasures to complex business problems. Ability to handle crisis situations and to perform well under pressure.

Duties and Responsibilities:
HRIS: Manages the centralized Human Resource Information System, including personnel records, changes in status process, reporting to management and governmental agencies. Sets up procedures to ensure accuracy and to safeguard confidentiality.  

  • Organizational Development: Works with the President/CEO and any outside consultants designated to ascertain that the structure of the Company supports its dynamic needs and that the talent pool is constantly enhanced through internal methods, focused development of key personnel, and ingenious hiring strategies.
  • Training: Proactively assesses Company training needs. Identifies viable programs and processes to enrich the existing talent pool. Facilitates development of employees at every level, ensuring that internal opportunities and succession planning are integral parts of ongoing operations.
  • Recruitment: Leads the efforts to find, attract, and hire the best candidates (including temporary/intern personnel) to fill all openings. Manages the recruitment, application, interviewing, selection and hiring processes for the Company including testing, background verification and new hire orientations.
  • Retention: Ensures that the Company implements innovative/competitive programs including but not limited to reward and recognition practices to preserve the services of the Company human resources.
  • Performance Measurement:  Guides managers in coaching and developing employees.
  • Compensation & Benefits: Develops and administers industry-competitive, cost-effective direct and indirect compensation systems. Direct - wage and salary programs, including reward/bonus programs, job evaluations, salary grades, promotional and salary review processes. Indirect - health and welfare programs which may include—but not be limited to appropriate programs relating to medical, dental, vision, prescription drug, disability, life insurance, travel insurance, Section 125 programs, relocation, retirement, and unemployment claims.
  • Employee Relations & Policies: Develops and manages policies, procedures, and practices relating to personnel matters. Ensures that the Company remains in compliance with laws pertaining to employment (e.g., Workers Compensation, ADA, EEO, FMLA, etc.) Advocates that sensible solutions be reached regarding employee issues and ensures that employees know that rational, non-discriminatory treatment is the norm at the Company.
  • Reporting: Plans and administers budget for HR. Ensures that all reports are issued and submitted in compliance with governmental requirements. Designs and produces status and other reports for DTPB’s executives to utilize in properly maximizing the effectiveness of the workforce.
  • Performs other human resources management-related duties as required.

Requirements

QUALIFICATIONS, EDUCATION, EXPERIENCE

  • Bachelor's degree or equivalent, relevant training and preferred experience with at least 10  years of related experience/training.
  • Plus at least 10 years of applicable business experience of which 5 must be in a human resource leadership/management role.
  • Human resources executive with career experience ideally pertinent to the business of the Company.Preferred- not required.
  • A strategic visionary with sound technical skills, analytical ability, good judgment, and strong operational focus.
  • Well organized and self-directed.
  • Good leader and educator who is trustworthy, willing to share information and serve as a mentor.
  • Articulate.
  • Decisive with a “big picture” perspective.  
  • Very good document comprehension ability: presentation preparation and delivery skills.
  • Ability to deal with a variety of abstract and concrete variables.
  • Highly motivated team player.
