GENERAL DESCRIPTION OF POSITION:
Under the supervision of the SVP of Human Resources, is responsible for administration and management of the Department of Human Resource Management, including all phases of the employment process, staff development and training, and employee relations. Implements human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health benefits, training and development, records management, safety and health, succession planning, and employee relations and retention. Provides supervision and support to a team of Human Resource professionals.

PRIMARY JOB FUNCTION(S):
1. Works with Director of Talent Acquisition to oversee the employment process for both exempt and non-exempt personnel to ensure vacancies are filled timely with qualified personnel. Development and implementation of recruitment strategies which will attract, promote and retain qualified and talented diverse staff.
2. Manages employee relations issues which includes, but is not limited to, recommendation and review of disciplinary actions, administration of the grievance and corporate appeal process.
3. Manages the delivery of learning activities to improve performance, including but not limited to, new employee orientation program and supervisory/leadership training and development initiatives to ensure a well-trained workforce.
4. Supports management by providing Human Resource advice, counsel, and decisions. Works directly with department directors and other management personnel to assist them in carrying out their responsibilities on personnel matters.
5. Oversees the administration of the unemployment process, managing wins and losses for insurance purposes.
6. Collaborates with corporate Loss Control Coordinator to keep abreast of and manage FMLA and Workers Compensation claims.
7. Oversees and conducts internal investigations related to allegations of harassment, bullying, and discrimination. Provides recommendations and follow-up on action items resulting from investigations.
8. Provides input into the formulation and modification of policies and procedures. Communicates changes in Agency personnel policies and procedures and ensures compliance.
9. Facilitates the performance management process to enhance effectiveness, uniformity and timeliness. This includes initial orientation period, annual evaluations, performance development and improvement plans.
10. Works with Director of Benefits to oversee annual open enrollment process. Facilitates problem resolution for employees.
11. Implements and/or coordinates workforce development initiatives such as internships, mentor programs and retention strategies.
12. Oversees the preparation of reports and tracking of employee information, including but not limited to, I-9, recruitment/hiring data, drug testing, employee licensure requirements, etc.
13. Consults with legal counsel as appropriate, or as directed by the COO, on personnel matters.
14. Assists executive management in the review, preparation and administration of agency wage and salary program. Oversees administration of subsidiary compensation program.
15. Manages and utilizes a Human Resource Information System that meets agency personnel information needs.
16. Develops and administers internal personnel systems to ensure compliance with Agency and regulatory requirements.
17. Assists in the organization’s strategic and business planning to determine human resource needs, strategies and philosophies. Implements identified strategies for organizational growth and change.
18. Monitors and utilizes fiscal resources within the Human Resource budget.
19. Supervises, trains, and evaluates the performance of Human Resource personnel to ensure a high level of customer service.
20. Maintains responsibility for compliance with federal and state legislation pertaining to all personnel matters.
21. Uses technology for the completion of specified job duties.
22. Attends and participates in in-service training, staff meetings and other activities to facilitate professional development.
23. Works cooperatively with others including all staff, supervisors, administrators, co-workers, people served, community professionals, customers, vendors and the public.
24. Assumes other duties, responsibilities and special projects as needed.

Requirements

EDUCATION: Master’s degree in Human Resource Management or related field from an accredited college or university preferred. Bachelor degree required

EXPERIENCE: Five years human resource experience to include employee relations, conducting internal investigations, implementation of organizational policy and procedure, organizational planning, compensation, training and development and knowledge of current federal and state employment laws; plus two years progressively responsible supervisory experience. A work history which demonstrates a high degree of accuracy, organizational skills, judgment, tact and the ability to work independently, meet the public and interact with all levels of staff. Experience in the field of intellectual disabilities preferred. Must have an acceptable driving record as determined by criteria established by the Agency’s insurance carrier and by Agency policy.
