Job Description:

Thomas Nelson Community College (Thomas Nelson) is located on the Virginia Peninsula in the heart of Hampton Roads, a region renowned for being the birthplace of America and home to communities rich in culture and industry. Bordering the Chesapeake Bay, the region boasts beaches, major attractions, world-class museums, and a vibrant visual and performing arts scene. The area is known for its economic vitality, which includes being home to several military bases, ship building facilities, the NASA Langley Research Center and Jefferson Lab, major colleges and universities, and varied commercial industries and enterprises.

Thomas Nelson is a comprehensive community college, offering a variety of programs of study leading to an associate's degree, certificate, or career studies certificate. In addition to the many popular transfer degree programs, the college is known for its strong technical and pre-professional programs and its outreach to the community as a partner and leader in workforce development. The college also provides underprepared students with developmental studies to help them to be successful in college-level coursework. Founded in 1967, Thomas Nelson serves over 13,000 students each year in credit instruction and over 5,000 in non-credit instruction and workforce services. The College is served by over 110 fulltime faculty, 350 adjunct faculty, and 360 staff members. Faculty and staff are strategic and responsive, committed to understanding and meeting the needs of the region.

The college has two campuses, one in Hampton and the Historic Triangle Campus located in Williamsburg. The college also has a satellite site at the Southeast Higher Education Center in Newport News. The communities primarily served by the college are the Cities of Hampton, Newport News, Poquoson, and Williamsburg, and the Counties of James City and York.


The Position:

The Director of Human Resources provides leadership and operational oversight for the planning, implementation and administration of the human resources strategies, policies, and practices of the college. The position reports directly to the President and serves as a member of the Cabinet and the College Leadership Team, assuring the implementation of the comprehensive personnel planning and professional development required to meet current and future goals of the College. Major areas directed and responsible for include: succession planning, recruitment and talent management, change management, organizational and performance management, training and development, classification and compensation, benefits administration, organizational development, performance management including performance evaluation, employee relations, communications, training, professional development, equal opportunity, emergency and crisis management, supervising staff, payroll and benefits administration, budget management, and employee records.


Primary responsibilities:

  • Establish and implement HR efforts that effectively communicate and support the College's mission and strategic vision.
  • Develop HR plans and strategies to support the achievement of the overall College operations objectives.
  • Function as a strategic advisor to the executive/senior management regarding key organizational and management issues.
  • Develop and implement retention plans to meet the human capital needs of strategic goals.
  • Advise faculty and management about Human Resources policies, practices, issues, and direction.
  • Ensure that all components of Human Resources function to support the effective operations of the College, its strategy, and academic mission.
  • Ensure compliance with all institutional and system policies, state and federal laws and regulations.
  • Serve as Title IX Deputy Coordinator for employees.
  • Provide supervision and oversight of assigned HR and administrative support staff.
  • Manage budgets and monitors expenditures for the department.
  • In conjunction with other College officials, ensure a safe and secure environment for all members of the College community, including serving as a member of the Threat Assessment Team.
  • Perform other duties as assigned by the College President.


Minimum Qualifications:

The successful candidate will possess the following qualifications:

  • Significant experience in progressive leadership in HR required, preferably in an educational, public, or non-profit setting.
  • A Master's Degree is required, preferably in Human Resources Management, Public Administration, Higher Education Administration, Business Administration, or a related field.
  • Several years of experience with supervising, managing, or leading and developing staff and managing a function, department, or enterprise.
  • Must be well-versed in Human Resources-related federal and state employment laws and practices.
  • Excellent organizational, analytical, communication, and interpersonal skills.
  • Excellent employee relations skills, to include knowledge of current mediation best practices.
  • Ability to work cooperatively with multiple constituencies, both internal and external, and the professional expertise and skills sufficient to present effectively to faculty, management, senior executives, as well as to non-management staff.
  • Demonstrated ability to increase productivity through championing a high performance culture and continuous improvement.
  • Commitment to academic excellence and to diversity and inclusion.
  • Appreciation and understanding of higher education culture, policy, and standards.
  • Knowledge of the effective use of technology and ability to leverage for effectiveness.
  • Ability to prepare and monitor department budgets.


Preferred qualifications:

  • Familiarity with best practices and innovative strategies in community colleges.
  • Human Resources certification, e.g. PHR, SPHR, CCP, CBP, etc.
