Job Details

Purpose

Directs the planning, administration and implementation of job evaluations and wage and salary management programs for the Company, including base, bonus and long term incentives (equity). Directs the design and function of Company-sponsored retirement and health and welfare benefit plans to be competitive in the industry so as to promote associate recruiting and retention while maintaining aggressive cost, quality and process controls. Directs staff participation in wage and salary surveys and recommends changes to ensure the maintenance of the Company’s total rewards objectives and competitive position in the marketplace.


Job Responsibilities and Accountabilities

• Leads creation and implementation of Total Rewards philosophy, ensuring total rewards programs reinforce and strengthen philosophy.
• Directs the administration of the salary management program for non-store company personnel to include all Corporate and Division Offices, and Distribution Centers. Directs staff in performing job evaluations, salary surveys and preparing recommendations for senior management.
• Directs the maintenance of all salary administration records and the processing and approval of all salary increases for the population covered. Develops systems to enhance efficiency of processing paperwork and works with HRIS and IT in the development of such programs.
• Develops, implements and communicates all compensation programs for Company personnel.
• Maintains the salary schedule structure and makes recommendations on an annual basis to executive management for the adjustment to the structure based upon the change in the market price for labor.
• Directs the review, analysis and approval process for positions and conducts salary surveys within the industry to ensure wage rates are competitive
• Directs the regular review and audit of all positions to ensure that changes in job functions and changes in the market price for positions are accurately reflected in the job description and ranking of each position covered under the Compensation program.
• Assists the Corporate Secretary with the annual stock option grants
• Assists and responds to employee questions and problems as related to compensation issues.
• Ensures the Company is in compliance with Federal and State regulations regarding the application of compensation programs, including FLSA and minimum wage.
• Reviews and evaluates work of subordinates and prepares performance evaluations.
• Assigns employees to jobs; instructs them in proper performance of work; and familiarizes them with Company rules and regulations.
• Works directly with senior executives, employee relations, human resources, actuaries and consultants to design benefit programs that meet objectives of the Company
• Monitors competitive trends in the industry, completes benchmarks for comparisons and establishes “Best Practice” products, services and procedures
• Prepares accurate Plan Documents, Summary Plan Descriptions, Summary Annual Reports and sets policies and procedures that govern the operation of Health & Welfare Benefit Plans
• Oversees daily administration and operation of the Plans including developing communications regarding benefit plans for HR and associates; HR systems set up and function for proper processing of enrollment for associates, Cobra participants, retirees and their families into health & welfare benefit plans; staff providing processing of enrollment, claims and problem resolution through a toll-free call center; accurate and timely transmission of data and payments to Third Party Administrators and Insurance Companies; provide for collection of contributions from associates, retirees and former associates and overpayment recoveries; governmental compliance (such as ERISA, COBRA, HIPAA, Medicare Secondary Payer, Qualified Medical Child Support Orders, Subpoenas, etc.); duties related to assuring prompt handling and payment of eligible benefits for Leave requests (including FMLA, Sick, Disability, Military, Personal); compliance with all plan documents, applicable laws and regulations; maintenance of complete records and documentation of all significant activities
• Reports on regular basis to senior executives the true and complete status of all plan assets, liabilities, income, expenses, legal issues or any other information pertinent to the operation of the Plans
• Serves as a fiduciary to protect the interests of the plan and beneficiaries, assuring fair and equitable treatment of claims appeals and protection of privacy
• Negotiates with Service Providers, Insurance Carriers and Third Party Administrators to obtain desired products and services at the most favorable possible price
• Evaluates and monitors all products and services to determine whether objectives are met and “Best Practice” is followed
• Assures that proper financial and claims administrator audits are performed regularly; works directly with attorneys and regulators to answer challenges against the plans and maintains compliance
• Oversees staff administering health & welfare benefits, including training, monitoring, performance evaluations, and counseling, motivating, and terminating personnel. Confers with regulators and attorneys regarding any compliance or legal issues.

Requirements

Job Requirements Relevant Experience, Education, Certification, Knowledge, Skills and Abilities • Bachelor's degree in business/human resources or related field required. • 7+ years’ experience in Total Rewards program management, including benefits plan design. • Comprehensive knowledge of Compensation programs and practices, to include Executive Compensation, stock option plans, Executive Deferred plans, incentive programs, FLSA laws, job evaluation techniques, etc. • Must have in-depth knowledge and extensive experience with managing benefit programs including Medical, Dental, Life, Accidental Dismemberment & Death (AD&D), Employee Assistance Programs (EAP), Section 125 Pre-Tax plans, Flexible Spending Accounts (FSA), Short and Long Term Disability, Family Medical Leave Act (FMLA), Group Legal and Long Term Care (LTC) • Must be knowledgeable about Federal & State Laws and Regulations governing such plans • Must be able to handle confidential information regarding individual salaries and personnel data in a highly professional and ethical manner. • Possess good communication skills, both verbal and written. Physical Requirements • Some travel may be required, depending on assigned area • Most work is performed in a temperature-controlled office environment • Incumbent may sit for long periods of time at desk or computer terminal • Incumbent may use calculators, keyboards, telephone, and other office equipment in the course of normal workday • Stooping, bending, twisting, and reaching may be required in completion of job duties The above statements are intended to describe the general nature of the work performed by the employees assigned to this job.
