Position: Division Director Human Resources

 Reports To: Executive Director

 Responsibilities

  1. Effectively plans, designs, develops, and evaluates Human Resource related initiatives that support organizational strategic goals and finances.

  2. Identifies and researches human resource issues; contributing information, analysis and recommendations to management in accordance with Agency culture and strategic direction. 

  1. Recommends and implements human resources procedures and policies ensuring compliance with all Federal and State laws while building in accountability and superior customer service. 

  1. Manages Human Resource operations including talent acquisition, staffing, employment processing, compensation, benefits and related initiatives, training and development, orientation, records management, safety and health, employee relations and retention, performance management, legal compliance and affirmative action.

  2. Recruits, selects, orients, trains, coaches, counsels and disciplines staff. Plans, monitors and appraises staff contributions while ensuring productivity, quality and customer service strategies are implemented. Resolves problems and serves as the change agent throughout the Agency.

  3. Accomplishes special projects by identifying and clarifying issues and priorities, communicating and coordinating requirements, evaluating milestone results and changing direction as needed in accordance with management’s directives and the Agency’s values.

  4. Supports management by providing human resource advice, counsel and decisions.

  5. Complies with Federal, State and local legal requirements by studying existing and new legislation, reading professional publications, maintaining professional networks through participation in professional organizations.

  6. Leads and serves on Agency committees as appropriate.

  7. Investigates causes of disputes and employee disciplinary problems, recommends follow-up action in conjunction with established policy. Furnishes recommendations on courses of action in handling employee problems and concerns to department heads, managers and supervisors. 

  1. Represents the agency at outside conferences, labor hearings and seminars related to Human Resource activities.

The HR Division Director will play a crucial role in helping to shape Lexington’s future while guiding and managing all HR related processes and programs including: employee communication, recruitment, training, benefits, compensation, legal compliance, safety and wellness, etc. The ideal candidate must be a “hands-on, roll up your sleeves” team player who is comfortable working at all levels of the Agency both in Albany and Fulton counties.    

Qualifications: Bachelor’s Degree in an appropriate field required.  Must have 5-8 years of progressive HR leadership experience. "SHRM-CP or SHRM-SCP Preferred.  The successful candidate must have a strong foundation in Human Resources management, the ability to analyze issues, collaborate with others to develop solutions and gain others support. Must have strong interpersonal skills and be able to communicate with all levels of the organization.
