Job Details

The State of Missouri is conducting a national search for an experienced, service-oriented, innovative, and politically astute professional to serve as their next Director, Division of Personnel in Jefferson City, Missouri. This is an appointed position. The appointee directs the operation of the state’s Merit and Uniform Classification and Pay Systems and responds directly to the general policy directives of the Governor, the Commissioner of Administration and the Personnel Advisory Board.

Requirements

 

The following special conditions must be met by the next director of personnel prior to appointment:

 

 

 

By § 36.080.1, RSMo 2000, “[t]he director shall be a person who is experienced in the principles and methods of personnel administration, who is familiar with and in sympathy with the application of merit principles and efficient methods of public administration. He shall be appointed for a term of four years beginning on July first following the election of a governor, which term may be renewed at its expiration at the option of the governor[.]”

 

 

 

By § 36.080.2, RSMo 2000, [t]he personnel director shall not during his term of office, or for one year prior thereto:

 

(1) Be a member of any local, state or national committee of a political party;

 

(2) Be a member of any partisan political club or organization;

 

(3) Actively participate in any partisan political campaign; or

 

(4) Hold or be a candidate for any partisan public office.”

Candidates must possess a minimum of six years of professional experience in public or private personnel/human resources administration, of which three years must have been at a management or advanced professional supervisory level in a large and diversified organization. A Bachelor’s degree from an accredited college or university is required; a Master’s degree is a plus.
