Raytheon Integrated Defense Systems (IDS) is seeking an accomplished, driven Employee Relations and Compliance Manager.  This position is responsible for ensuring business-wide compliance with administrative and legal requirements related to employment, consistently and rigorously addressing employee issues when escalated to this team, and actively monitoring the employment legal and administrative environment and proactively preparing the business for required change.  This role also provides Employee Relations/ investigation advice, counsel & training to the greater IDS HR community.
 The successful candidate must be capable of working in a highly matrixed and collaborative environment including but not limited to other HR Departments, HRBP/Gs, Legal, Global Trade, Security, RTN business peers, leaders/managers, to ensure consistent application of HR policies and practices across the business. 
The Employee Relations and Compliance Manager will be Responsible for leading the following:

  • Employee Relations:  Evaluate and improve management and HR practice regarding employee relations governed by HR Policy and practice and Federal & State Anti Discrimination Laws. Respond to employee relations issues in partnership with business partners.  Conduct employee relations investigations, prepare findings and engage with HR Business Partners and managers to bring successful resolution to these issues
  • Alternative Dispute Resolution (ADR) Program: Manage the Alternative Dispute Resolution process governed by company policy (ADR).  Conduct investigations, prepare findings and responses, work with company legal representatives to develop and deliver responses to employees.
  • Outside Agency Claims including Massachusetts Commission Against Discrimination (MCAD) and Equal Employment Opportunity Commission (EEOC) Cases:  Respond  to all outside agency  claims brought forth from administrative agencies in conjunction with company general counsel representatives.  Conduct investigations, mediations,  and prepare appropriate responses.
  • Affirmative Action Plan (AAP) Affirmative Action Plan development including: engagement with outsourcing partner ensuring effective data capture and development, writing narratives for each Affirmative Action Plan (done by site), prepare and present AAP briefings to site leadership.
  • Administrative Audits (OFCCP):  Manage the OFCCP audit program including conducting audits and communicating with OFCCP representatives.
  • Reduction in Force (RIF):  Work with HR Business Partners in assessing risk and coordinating legal reviews.   Coordinate RIF documentation and prepare employee RIF packages.

Additional Responsibilities include:

  • Research and develop training and communications pertaining to Employee Relations, Performance Management, and Policy Administration in support of the organization's business objectives.
  • Track and analyze Employee Relations Metrics, to include key trends, root causes, and cycle times, and use the data to create a monthly Executive Summary.
  • Influence/coach leaders to take performance management actions to benefit the company and employees.
  • Respond to and resolve all types of discrimination, harassment and retaliation charges.
  • Partner with legal counsel on employee relations matters including external agency charges.
  • Partner with Ethics and Security to ensure consistency across IDS for mischarging and security violations.
  • Comprehend, explain and develop policies in all areas of Human Resources. 



Required Skills:

  • Ten (10) years of Human Resource knowledge/experience in the areas of Employee Relations, Compliance, Equal Employment Opportunity, and employment law specifically in conducting and resolving employee relations and or labor relations issues and concerns
  • Bachelor's degree in Human Resources, Industrial Relations, Psychology, Human Resources or a related field
  • Metrics and analysis
  • Possess and maintain familiarity with federal and state employment laws and regulations
  • Excellent investigation, documentation, report writing, trend analysis skills
  • Influence in a matrix organization and communicate effectively with all levels within the organization; present to small, medium and large groups
  • Excellent organizational skills in prioritizing workload in a fast-paced, deadline-driven environment with changing deadlines


  • PHR or SPHR
  • MBA or Masters in a related Human Resources field
  • Compensation, Benefits, Staffing, Performance Development/Management, and Organizational Effectiveness
