Description:

To lead the development, planning and coordination of Talent Acquisition, Employee Relations, Employee Service Center, and other division activities for the Winchester campus location. Collaborate with management teams at various locations to implement and support Employee Services programs and events to attract, engage and retain talent. Serve as a liaison between Winchester and Employee Services teams.

Responsibilities:

• Formulate initiatives and strategies that adhere to and support corporate and department goals and comply with federal, state, and industry regulations and standards and Navy Federal guiding principles
• Assess organizational staffing and identify requirements and solutions to meet workforce objectives
• Collect and analyze data; synthesize results of analyses, develop and make recommendations and alternatives based on the full spectrum of internal/external considerations
• Collaborate with the HR Analytics team to perform qualitative and quantitative analysis and maintain employee metrics and measurements
• Apply and integrate advanced and predictive analysis, employee metrics and reporting to develop strategic and operational insights for workforce decision-making
• Represent business unit in change management efforts, cross-functional initiatives and department/organization projects
• Serve as mentor/trainer and provide guidance and assistance to team members
• Establish, develop, and foster relationships and partnerships with educational institutions, professional and trade associations, public employment services, community workforce support initiatives and other organizations to advance Navy Federal’s strategic goals and objectives
• Drive the local high school and university program/activities to raise awareness about career opportunities at the Winchester campus to establish a talent pipeline
• Collaborate with  supervisors and managers and participate in mentoring/career development sessions for Employee Services’ employees at the Winchester campus
• Evaluate operational efficiency and effectiveness, and make recommendations for improvements by researching and analyzing internal and/or external industry trends, markets and other operational benchmarks
• Collaborate with business units and senior management to conduct needs assessment to support organization strategies, tactics, and learning solutions that support business unit objectives
• Compile, research and analyze trends in support of projects and initiatives
• Monitor assigned projects to ensure that goals and objectives are completed according to schedule; collaborate with project teams to ensure all business needs are met
• Lead or participate in cross-departmental project teams
• Maintain an understanding of the functions of Navy Federal’s business areas, and their current initiatives and developments
• Performs other duties as assigned

Requirements

Required:
• Bachelor’s degree in Human Resource Management or related field, or the equivalent combination of experience,  education and training
• Significant experience in HR generalist background (Talent Acquisition and Employee Relations)
• Significant experience in developing and managing retention  strategies in complex organizations
• Advanced knowledge of Workforce Planning practices and methodologies
• Significant experience in leading, guiding and mentoring others
• Significant skill in results-oriented leadership in a challenging environment
• Significant experience in managing cross-functional, multi-dimensional teams and projects of the highest complexity which have business risk and impact
• Effective skill to move comfortably between strategic issues and day-to-day tactical operations 
• Experience in working with all levels of staff, management, stakeholders, and vendors
• Significant experience in demonstrating thought-leadership, initiative-taking, decision-making and creativity solving business problems
• Advanced skill analyzing statistics and reports to determine business performance and trends
• Advanced skill presenting to stakeholders & management
• Advanced skill presenting findings, conclusions, alternatives and information clearly and concisely
• Advanced skill resolving conflicting requests and meeting changing requirements
• Significant experience in managing multiple priorities independently and/or in a team environment to achieve goals
• Advanced skill exercising initiative and using good judgment to make sound decisions
• Advanced skill in public speaking 
• Advanced research, analytical, and problem solving skills
• Advanced verbal and written communication skills
• Advanced database and presentation software skills
• Advanced word processing and spreadsheet software skills

Desired:
• Master’s Degree in a related field, or the equivalent combination of training, education and experience
• Professional Human Resource (PHR) Certification
• Working knowledge of Navy Federal Human Resources policies, procedures, and programs
• Working knowledge of NFCU products, services, programs, policies and procedures

Hours:
Monday-Friday, 8:00AM-4:30PM
