POSITION:                Executive Director, Human Resources/Affirmative Action         

LOCATION:              Human Resources    

SALARY:                   $77,772.22 (R27/1)

CHARACTERISTIC DUTIES and RESPONSIBILITIES: The Executive Director plans, directs, implements, and monitors human resources programs, including recruiting, selection, orientation, classification, compensation, employee relations, affirmative action, and equal employment opportunity.  This individual is also the Title IX coordinator for faculty and staff, and responsible for training, career development, benefits administration, and organizational development.  The Executive Director directs, develops, and monitors supporting policies and procedures and acts as College liaison in contacts with federal and state compliance agencies. This person evaluates staff and recommends to the President personnel actions, such as: employment and termination, recruitment, and assignment.  Position requires highly effective decision-making, problem solving, critical thinking, project and initiative management and organizational leadership skills.  The Executive Director must have advanced knowledge of labor/employment laws and principles and a demonstrated ability to handle extremely difficult or volatile situations/individuals effectively.  Knowledge of administration, personnel functions, human resources records systems, governmental guidelines and regulations applicable to the function of this position as well as familiarity with related tax and employment laws is required.  Investigates and develops an institutional position relative to formal complaints; Supports the Institutional Research Office staff with the validation of data required for the submission of all institutional reporting requests, including IPEDS, NM Higher Education Department(HED); Updates policy and procedure manual and all staff handbooks as needed or required; Performs other duties as deemed necessary or assigned.

Requirements

REQUIRED QUALIFICATIONS:  A Master’s degree in Human Resources, Business Administration, or a closely related field and five years’ experience in Human Resource or Personnel at a supervisory or management level (degree must be completed by May 2018) OR A bachelor’s degree and seven years’ experience in Human Resource or Personnel at a supervisory or management level (upon hire must complete a Master’s Degree within 5 years).  Degree must be directly related to the administration and management of human resources principles, policies and procedures; must possess a valid driver’s license.  Excellent oral and written communication and interpersonal skills are required.

 PREFERRED QUALIFICATIONS:A doctorate degree (PhD or EdD) from an accredited institution of higher education; Human Resources/Personnel related experience in a higher education setting.  Knowledge of a human resources computer information systems is strongly preferred.
