Responsible for planning, directing, and coordinating human resource activities of the El Paso County Community College District (EPCCCD). Serve as the Human Resources advisor to Senior Management of the College.  

Provide HR management direction and guidance to EPCCCD administration, faculty, and staff; advise supervisors and employees regarding general personnel policies and procedures, particularly those regarding employee relations, equal opportunity and disciplinary matters.

Develop, implement, administer, and evaluate a District-wide Safety program to ensure compliance with all health and safety rules and processes. Oversee administration of worker's compensation insurance program.

Develop, implement, administer, and evaluate EPCCCD policies and procedures related to Human Resources; ensure compliance with applicable laws and regulations.

Direct, oversee, and evaluate the District-wide employment process including: recruiting, on-boarding, employment contracts, new employee orientation, and employee performance appraisal. Serve as the College's liaison for outside legal counsel and regulatory agencies regarding all employment related legal matters.

Develop, implement, administer and evaluate compensation management and position classification system, the personnel information reporting system for federal, state, and college reporting, personnel management training programs, and the performance evaluation system.

Develop, implement, administer, and evaluate EPCCCD employee benefit programs, including group insurance, leave programs, optional retirement and annuity plans, staff scholarship, tuition reimbursement, and sick leave pool.

Develop, implement, administer, and evaluate the management of pay systems to ensure appropriate closing of payroll processing activities. Oversee comprehensive and timely audit of all District payrolls for pay accuracy and appropriateness.

Manage, develop and coordinate employee and supervisory compliance training programs, including equal employment opportunity and equal educational opportunity, sexual harassment prevention programs, grievances, and employee discipline. Serve as the Title IX officer for the District.

Facilitate both supervisors and employees in the resolution of grievances and other employee concerns and oversee internal grievance procedures, including discrimination complaints and grievances regarding wages, hours, or working conditions.

Provide personnel management direction and guidance to staff including orientation, performance appraisal, professional development, coaching and counseling. Participate in setting performance goals and priorities that contribute to departmental mission. Develop and manage all assigned budgets.

Perform other related duties as assigned.  

Requirements

Minimum Qualifications

1. Master's Degree in Human Resources, Management, or Business Administration, or equivalent and seven (7) years of related experience or an equivalent combination of education and experience which demonstrates possession of required knowledge, skills, and abilities.

NOTE: A copy of the transcript reflecting this required education MUST be submitted for consideration and reflect completed coursework and degrees conferred. The candidate must be fully qualified for the position at the time of application.

2. Knowledge of Federal and State employment laws and Equal Employment Opportunity laws and application of regulatory guidelines to current departmental operations.

3. Knowledge of Human Resources/Payroll Systems processes.

4. Ability to analyze complex issues and facilitate issue resolution.

5. Ability to lead the Human Resources Department by promoting team building, setting expectations and meeting deadlines.

6. Ability to handle and manage confidential information with the highest level of professionalism and integrity.

7. Experience and ability to apply knowledge of federal, state and local health and safety regulations.

8. Working knowledge of FMLA and ADA administration and compliance.

9. Working knowledge of all aspects of job description creation.

10. Effective problem solving skills in a variety of circumstances.

11. Effective organizational and detail oriented skills.

12. Excellent communication, written and verbal, and interpersonal skills.

13. Demonstrated ability to work with different constituencies and teams of people.

14. Ability to work in a diverse environment and be sensitive to issues of diversity and inclusion.

15. Ability to effectively deliver public presentations, and to effectively present training and instruction.

Physical Requirements:

While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; reach with hands and arms and talk or hear. The employee is frequently required to walk. The employee is occasionally required to stand, climb, or balance and stoop, kneel, crouch, or crawl. The employee must frequently lift or move up to 10 pounds and occasionally lift or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

General Information:

Out-of-town candidates invited for an on-campus interview will be reimbursed for one-half of the transportation cost for travel performed within the United States. The College will arrange and pay for up to two nights lodging.
