Southwest Tennessee Community College is a comprehensive, multicultural, public, open—access college. Southwest began operation on July 1, 2000, through legislation that consolidated Shelby State Community College and State Technical Institute at Memphis. Southwest has 5 campuses/centers from which it offers over 100 programs and over 20 technical certificate programs. The Executive Director is the Chief Human Resources Officer of the College and is directly responsible for the overall administration, coordination and evaluation of the Colleges’ human resources functions.

This full-time, fiscal year position reports to the Vice-President for Business and Finance, but also works closely with the College President.

 

Typical Duties and Responsibilities

Organizational and Employee Development
• Establish an effective employee recruitment, hiring and retention program
• Coordinate or conduct exit interviews to determine reasons behind separations.
• Establish an effective professional development, leadership, and training program for all classifications of employees.
• Establish an effective Performance Appraisal program aligned with the Colleges ‘strategic priorities.
• Oversee the development of an effective leadership and talent succession planning process to ensure the sustainability of the institution
• Develop, implement, and monitor programs in a manner that ensures cost-effectiveness, market competitiveness, and internal equity among employees
• Work closely with college leadership to address personnel matters to include employee recruitment, hiring, training and development.
• Work closely with Senior Leadership to review, prepare and administer the College’s Compensation plan.
• Oversee the development of employee handbooks and training manuals.
• Oversee the review and revision and updating of all college job descriptions.
• Identify and communicate trends that could impact organizational objectives and/or operational resources.
• Develop and maintain a human resource information system that meets the organization’s personnel information needs.
• Update the HR department website.
• Oversee the development of an employee wellness program.

Employee Relations
• Manage the investigations and resolutions of all employee relations problems, anticipate problems whenever possible. Develops, recommends and initiates appropriate steps for resolution
• Administer the employee educational assistance program.

Compliance
• Annually reviews and makes recommendations to executive management for improvement of the organization’s policies, procedures and practices on personnel matters.
• Maintains knowledge of industry trends and employment legislation and ensures organization’s compliance.
• Maintains responsibility for organization compliance with federal, state and local legislation pertaining to all personnel matters.
• Communicates changes in the organization’s personnel policies and procedures and ensures that proper compliance is followed.
• Interpret appropriate laws and policies and advise management, employees, and retirees accordingly.
• Monitor the employment processes including but not limited to recruitment, hiring, compensation, and training to ensure compliance with college and TBR policies and guidelines, state and federal laws related to equal opportunity and affirmative action.
• Consult with legal counsel as appropriate, or as directed by the College President, on personnel matters.

Compensation and Benefits*
• Assist Senior Leadership in the review, preparation and administration of the College’s compensation plan.
• Direct benefits administration, enrollment and open enrollment meetings.

Supervisory
• Supervises the staff of the human resource department; ensure that the office is run effectively and efficiently and is responsive to the needs of the College and employees.
• Ensures that the integrity of and the confidence in the HR office is maintained and that sensitive information is handled in a confidential and professional manner at all times by all HR staff members.
• Leads his/her Human Resources Team to develop, prepare, generate, and analyze ongoing and ad-hoc special reports pertaining to employee personnel information and data, including but not limited to issues such as benefit costs, staffing levels/deployment, turnover, absenteeism, recruitment, applicant tracking, Affirmative Action/EEO, compensation, promotions, etc.
• Ensures that HR staff remains current on the latest HR trends and laws.
• Ensures that all HR office processes and procedures are effective and efficient, and, where appropriate, automated.
• Effectively utilize the data processing system to obtain, store, and analyze pertinent data and information.
• Manage the Human Resources budget

Diversity and Inclusion
• Collaborates with the Office of Equity and Compliance to ensure all required employee training is conducted and that the College is complying with all affirmation action laws.

Knowledge, Skills, Abilities and Work Characteristics

• Knowledge of principles and procedures for personnel recruitment, selection, training, engagement, compensation and benefits, employee relations, and personnel information systems.
• Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership, supervision, and coordination of people and resources.
• Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
• Ability to develop a human resources strategic plan that aligns with the Colleges’ and TBR’s strategic direction.
• Ability to demonstrate strong ethical, interpersonal, organizational, analytical, and communication skills in order to manage a broad range of sensitive and confidential employee and College issues.
• Ability to provide effective customer service and leadership in change management.

Requirements

Required Qualifications

• Bachelor’s degree in Human Resources Management. Business Administration, Public Administration, or related field from an accredited college/university or an equivalent combination of education and experience.
• At least eight (8) years of broad-based, progressively responsible human resources experience in a sizable organization with a diverse employee base.
• Three (3) years’ experience in a significant leadership role in human resources.

 

Preferred Qualifications

• Master’s degree in related field
• Experience as a human resources manager in higher education
SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) credential.
• Experience in Ellucian BANNER product.
