Job Title:        Executive Director of Human Resources
Department:    Human Resources
Reports To:     Superintendent of Pueblo City Schools
Status:            Exempt

Contract Terms:

  •  Twelve (12) Month Contract
  •  Administrative Benefits
  • Administrative Salary Schedule
  •  Salary Range: $91,800 - $106,100 


  • Member of the Superintendent's senior leadership team
  • Administers and supervises the Human Resources Department, including allocation of resources, development and monitoring of the budget, placement and evaluation of staff, and coordination of work flow.
  • Assures a cooperative, customer oriented atmosphere within the Human Resources Department
  • Develops, maintains, and monitors an employee selection process that is consistent and fairly applied to assure quality in certificated and classified staffing
  • Develops and administers employee benefit programs including maintenance of personnel records, orientation for new employees and notification of benefit options to employees
  • Oversees an effective substitute teacher program, that includes monitoring, assigning, staff development and evaluation
  • Leads the development of processes that ensure accountability of certificated / classified personnel and maintains and monitors the evaluation process in compliance with Senate Bill 10-191 
  • Develops, maintains and monitors the recertification / licensure process for certificated staff per the Colorado Teacher Licensure Act
  • Oversees the district's employee collective bargaining teams, provides pertinent personnel information, and ensures that negotiated terms and conditions are implemented
  • Interprets existing personnel policies and procedures for all staff
  • Establishes and maintains a professional, cooperative, team relationship with district administrators and serves in an advisory capacity regarding the interpretation of policies, procedures and negotiated agreements
  • Ensures and maintains a cooperative, inter-departmental effort between Human Resources and the District's Accounting / Payroll Offices in preparing and completing the district's payroll
  • Provides leadership and oversite for recruitment needs to ensure a hiring pool of quality certificated and classified applicants
  • Works cooperatively with department leaders to assist in staff relations with all employee groups
  • Works collaboratively with other departments to foster and develop effective talent management.  This will result in the development and implementation of an action plan as a mission critical process that ensures Pueblo City Schools will have the quantity and quality of well-trained staff, to meet or exceed our vision of providing a world class education that prepares all of our graduates to succeed in a global society
  • Performs additional duties and serves on identified committees as assigned by the Superintendent of Pueblo City Schools

  • Master's Degree
  • Excellent oral and written communication skills
  • Knowledge of human resource management and employment law  


  • Colorado Principal License or Administrator License
  • Minimum of three years experience in district level administration in a Human Resources leadership position
