- HR Generalist
Position Summary: Develops, administers and communicates personnel policies, procedures and programs. Responsible for all aspects of human resource activities including benefits administration, records management, employee relations, recruitment, on-boarding, performance management, training coordination, affirmative action and compliance with Federal, state and local government employment law.
Essential Duties and Responsibilities:
- Maintain employment documentation, personnel database and required files for all employees in compliance with best record keeping practices. Ensure that all data is current, confidential and accurate.
- Establish access controls, and maintain strict confidentiality of employee data, such as paper files or electronic records, related to employees. For example, compensation, job performance, personal contacts, work history, benefits, staff discussions, employment actions.
- Monitor payroll to ensure compliance with Fair Labor Standards Act (FLSA).
- Verify monthly and quarterly benefit premiums, employee deductions and vendor payments.
- Advise on and enroll employees upon eligibility for various benefits programs. Notify employees of plan changes and rate changes.
- Write and place advertisements to recruit exempt, nonexempt and temporary candidates using cost effective sources including social media.
- Review and update RIMS Employee Handbook with General Counsel as needed to ensure compliance with current recommended legal guidelines.
- In conjunction with General Counsel, manage employee discrimination, harassment issues, employee terminations, and exit interviews.
- Oversee employment separation process to prevent employment litigation including discussion with General Counsel.
- Maintain solid understanding of NYS, NYC and federal employment regulations and legislation that impacts various facets of the human resources function.
- Provide guidance on applicable federal and state fair employment practices/law to ensure that employment policies and practices comply with relevant regulation including but not limited to HIPAA, FMLA, ADA and FLSA.
- Administer and maintain compliance with vendor and governmental requirements on employee benefits programs, including medical, vision, and dental plans, life insurance, long and short term disability, workers’ compensation and unemployment compensation, educational assistance, 401(k) plan (including filing Forms 5500 and 8955-SSA), FSA (including Dept. of Treasury discrimination testing), etc.
- Organize open enrollment meetings for health benefits and 401(k), arrange private financial counseling with RIMS vendors and communicate enrollment and changes to third-party administrators.
- Communicate benefit plan options and plan changes to employees through employee orientation, RIMS Employee Handbook, other written materials, group presentations and individual meetings.
- Liaise with designated insurance companies to deal with administrative issues, facilitate claims processing and resolve coverage issues.
- Monitor completion of performance reviews. Review documents, and provide feedback to senior staff as needed to ensure compliance with employment law.
- Maintain a competitive employee compensation program to include the use of position descriptions, salary ranges/grades, and guidelines on salary changes.
- Recommend starting salaries for staff, provide annual merit recommendations by accessing comparative survey data.
- Process salary changes, transfers and promotions in HRIS, and maintain written documentation confirmations.
- Counsel staff and management on a variety of personnel-related issues such as terminations, personality conflicts, policy interpretation and other sensitive issues.
- Promote a positive and supportive work environment by developing and coordinating wellness programs and employee recognition programs. Monitor working remotely policy and make recommendations, as required.
- Develop budget requirements and support data for human resource related activities, projects and administration. Monitor expenditures against approved budget.
- Work with vendor to distribute COBRA letters to new and terminated employees and relatives due to qualifying events.
- Distribute FMLA notices to eligible employees, monitor time out of office, disability payments and sick leave, if any.
- Administer workers’ compensation plan by filing appropriate claims/reports and acting as staff liaison in processing claims.
- Coordinate OSHA, sexual harassment, preventing workplace violence and management training.
- Update benefit statements and distribute yearly.
- Bachelor’s degree in Human Resources or a related field from an accredited institution. SPHR certification a plus.
- Three to five years of HR generalist experience, including up to date knowledge of employment laws and practices.
- Detail oriented and the ability to multi-task in an efficient manner.
- Communication and interpersonal, project and vendor relationship management, computer and organizational skills are imperative.
- Experience supporting an association, and global cultural awareness a plus.
- Proficiency with HRIS software, and Microsoft applications including Outlook, Lync, Word, Excel and PowerPoint.

- While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision and ability to adjust focus.
- This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.
