The Middle East Broadcasting Networks, Inc. (MBN) a non-profit grantee of the Broadcasting Board of Governors that operates Alhurra Television and Radio Sawa, is seeking an experienced Human Resources Manager, Benefits &Training in our Headquarters office in Springfield, VA.  MBN is a multimedia broadcast organization that enables the U.S. to communicate to the Middle East via television, radio and the Internet.  Join our team and be part of MBN's mission to provide objective, accurate, and relevant news and information to the people of the Middle East about the region, the world, and the United States.

The HR Manager  is responsible for partnering with assigned departments using a collaborative approach to provide support, perspective and recommendations across a wide range of human resource issues, including benefits and compensation administration, recruitment and selection, employee relations, and performance management.

 The primary duties and responsibilities of the Human Resources Manager include, but are not limited to:

  • Lead the coordination of benefits administration and benefits-related events for medical,dental, vision, 401K , life insurance and supplemental programs.
  • Administration of FMLA/Disability leave with full understanding of related laws.
  • Administration of COBRA 
  • Process and audit monthly benefits invoices.
  • Act as internal consultant by analyzing and recommending solutions to benefit issues.
  • Ensure assigned benefit programs are in compliance with the law, established policies and procedures.
  • Oversee the new employee on-boarding process; conduct new-employee orientation and exit interview process.
  • Provide guidance to employees and managers on company policy, and general employment issues both tactical and strategic; investigate and advise management in appropriate resolution of employee relations issues.
  • Regularly assess the training and develop needs of assigned department(s) staff and coordinate and/or deliver the necessary training to address the needs.
  • Prepare management reports for purposes including enrollment, training, etc.
  • Ensure applicable tracking, compliance and reporting of HR related issues as required by applicable federal and state laws and MBN policies.
  • Assist HR Director in the coordination and support of key processes, including salary and budget planning, compensation, performance feedback, employee communications, succession planning and employee development.
  • Take lead in process improvements within the department to enhance delivery of services.


  • Bachelor’s degree; 7+ years recent generalist experience.
  • 3 or more years of benefits administration experience. 
  • Advanced proficiency in Excel and demonstrated skills in database management and record keeping.
  • Solid experience investigating and resolving employee relations issues.
  • Current knowledge of applicable federal and state labor laws.
  • Sense of urgency, pro-active approach to role; confident and credible.
  • Interpersonal and verbal communication skills to be able to provide advice and counsel to management, employees.
  • Organizational ability to manage and direct multiple priorities and programs within a tight time frame.
  • Must be able to adapt easily in a developing environment.

 Preferred skills:

  • Fluency in Classic Arabic desired.
  • Experience in a multi-cultural, international workplace is a plus.
