The mission of the JPB Foundation is "to enhance the quality of life in the United States through transformational initiatives that promote the health of our communities by creating opportunities for those in poverty, supporting pioneering medical research and enriching and sustaining the environment". As such, the Foundation's work focuses in three program areas: Poverty, Medical Research and the Environment. The three programs work in close collaboration pursuing integrated approaches wherever possible and funding issues that reach across program areas.

Reporting Relationship

The Human Resources Manager will report to the Chief Operating Officer/Executive Vice President

Position Summary

The Human Resources Manager is responsible for the guidance and leadership of innovative strategic human resources initiatives of the Foundation to enhance an employee-oriented high performance culture including organizational development and workplace satisfaction.

Key programs and initiatives include full-cycle recruiting, new hire onboarding, benefits enrollment and management, training and organizational development, performance management, pay administration, personnel record keeping, HR/payroll information systems and legal compliance.

Key Job Responsibilities

Benefits and Compensation

Collaborate with the COO in annual negotiation of health and insurance plans. Manage vendor relationships including quality of the insurance broker, 401(K) administrator, Section 125 administrator and COBRA administrator, healthcare providers, and others.

Manage annual open enrollment period during the last quarter of each year.

Oversight of company 401(K) plan and ensures compliance with ERISA and IRS regulations.

Review compensation and benefit plan  with specialists and legal consultants.

Coordinate enrollment of new hires and processing of all additional ongoing changes with third party benefit administrators. 

Maintain benefit related vendor files that include contracts and employee applications for all benefits.

Prepare annual compensation letters.

Perform ongoing review of job classifications and ensures job descriptions are accurate and updated.

Participate in and review salary surveys to create reports that can analyze and review compensation data to ensure competitive compensation programs.

Performs other related duties as assigned.

Employee Relations

Facilitate resolution of interpersonal conflicts and performance issues.

Recommend course of action for managers and supervisors when meeting with staff on potential performance issues to implement a corrective action plan for improvement.

Conduct internal events, including staff meetings, wellness events and employee benefits events.

Respond to benefit related internal inquiries from staff.

Performs other related duties as assigned.

Policy and Compliance

Ensure all human resources programs are in compliance, particularly with respect to Medical, Dental, Life/AD&D, COBRA, FMLA, wage and hour laws, Employee Assistance Program, AFLAC, TransitChek, LTD/STD, Section 125, HIPAA, ACA and OSHA and ensure proper record keeping and compliance with all laws and regulations.

Update the Chief Operating Officer about relevant changes in healthcare, benefit and payroll compliance, DOL guidelines, etc.

Ensure that the employee handbook conforms to changes in personnel policies and procedures as well as federal and state regulations. Develops and implements communication plans to educate employees about changes to policies and procedures.

Personnel Files and HR Information Systems

Maintain employee files ensuring all required employment and tax information.

Review Human Resources related vendor invoices and records.

Maintain organizational charts.

Communication of all benefit and compensation data for bi-weekly payroll. Review of monthly benefits statements with regard to payroll deductions to ensure accuracy.

Manage unemployment claims.

Manage workers’ compensation claims and coordinates return-to-work process between employee and insurance carrier.

Coordinate health and safety programs.

Responsible for adherence to DOL requirements and compliance with all federal and local employment laws with regard to hiring independent contractors.

Workforce Planning and Staff Development

Develop and advance the performance evaluation tools.

Develop, coordinate, implement, and assess organizational and professional development opportunities for staff training, including training assessments and coordination of speakers and presenters.

Develop, manage, and oversee the administration of the full-cycle recruiting, on-boarding and organizational programs, including job postings, job applicant analyses, interview coordination, applicant follow-up, perform background check and review references, new hire orientations, adding new employee to all relevant platforms such as payroll and benefits, internships, terminations and exit interviews.

Skills and Qualifications:

Bachelor's degree in Human Resources, Business Administration, or related field.

7-10 years of human resources management experience.

Demonstrated knowledge in key human resources areas, including benefits planning and management, full-cycle recruiting, training and professional development, performance management, compensation, employee relations, staffing and compliance.

Superior verbal, interpersonal and written communication skills.

Superior organizational, project management, time management and multi-tasking skills, with the ability to successfully resolve complex issues and handle multiple priorities.

Demonstrated experience in working with sensitive information and the ability to maintain confidentiality and sound judgment.

Superior analytical and data management skills, with demonstrated attention to detail, accuracy, and high quality work.

Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.

Outstanding project management skills, with an ability to be objective and strategic.

Outstanding analytical and conceptual skills.

Ability to see projects to completion with strong attention to detail.

Ability to synthesize data from various sources (technical, legal and financial) and determine the most important issues and themes of any project or problem.
