Opportunity              

The Unity Council has an opportunity for a highly qualified

Human Resources professional to be the Human Resources

Manager. This position supports 250 employees in two

operating companies and is a key member of the management

team. The incumbent will be located in the headquarters

building in the Fruitvale District in Oakland and supervises a

three-person support team.

 

Position Summary    

The Human Resources Manager provides high level human

resource support to the management of the Unity Council, a

large nonprofit community development corporation. The

Human Resources Manager reports to the HR Director. An ideal

candidate should be a high-energy, upbeat, broadly

experienced person who has remarkable attention to detail,

easily interacts with all levels of employee, and is fluent in

English and Spanish. The successful Human Resources Manager

candidate should be an excellent oral and written

communicator who is very comfortable interpreting and

communicating human resource financial information and

demonstrates progressively responsible and broad experience.

Experience working with a partially or wholly unionized

workforce is preferred.

corporation committed to helping families and individuals build

wealth and assets through comprehensive programs of

sustainable economic, social and neighborhood development in

Oakland and the East Bay. The Unity Council and its affiliates

employ more than 250 culturally and ethnically diverse people

in a variety of program lines, ranging from early childhood

education to jobs placement to low-income senior housing.

 

Responsibilities         

Duties and responsibilities include, but are not limited to the following:                           

  • Actively recruit for open positions, i.e., post jobs internally and externally, screen applications and/or résumés for qualifying criteria, schedule interviews

  • Facilitate Onboarding of New Hires

  • Maintain and revise as necessary all position descriptions

  • Conduct all interviews and exit interviews, as well as all new hire orientations

  • Work with Head Start (HS) & Early Head Start Program (EHS) Director, as well as Community Care licensing, to ensure that all HS & EHS staff have proper documentation to begin work (i.e., federally mandated back ground checks and clearances)

  • Develop, maintain and implement effective human resource programs and systems

  • Develop and maintain personnel policies and procedures, revise as-needed, and disseminate them to employees

  • Ensure that the compensation policies are competitive and motivate employees to be productive

  • Coach supervisors and managers as needed and informs them on labor laws that impact the workforce, assist them with written warnings

  • Provide supervisory training to first-time supervisors

  • Respond to employee relations issues as needed

  • Respond to Benefits & COBRA questions to eligible staff and departing employees, work closely with accounting & Benefits Administrator

  • Report and manage all workers’ compensation claims

  • Respond to unemployment claims in a timely manner, and represent the organization in Unemployment Appeal Hearings

  • Maintain Safety and OSHA compliance, complete OSHA 300 logs for all job sites

  • Review semi-monthly timesheets for accuracy, enforce that managers comply with wage and hours laws per CA Labor Code

  • Facilitate and/or provide HR training

  • Visit all Unity Council and Peralta Service Corporation sites periodically, approximately ten total, to ensure that all mandatory labor posting are updated and visible to all staff

  • Maintain HRIS system and HR files, work closely with payroll to ensure that all information is accurate and up-to-date

  • Manage and motivate a staff and oversee the administration of the corporate office, in absence of HR Director

  • Performs other responsibilities as required

Requirements

Qualifications

Skills, Knowledge, & Abilities

  • Bachelor’s Degree or equivalent work and/or education experience

  • Minimum five years of progressively responsible HR management and experience in a supervisory and management capacity

  • Thorough knowledge of state and federal labor laws

  • Experience in developing and administering policies and procedures which relate to planning, staffing, employee relations, compensation, labor law, benefits, retirement/pension, employee development, training, health and safety

  • Experience in administering collective bargaining agreements

  • Ability to analyze, comprehend and communicate complex data and problems

  • Excellent interpersonal skills with the ability to interact effectively communicate personnel laws, regulations and policies to employees and managers

  • Interpersonal skills to interact effectively and courteously with diverse populations

  • Ability to analyze complex issues and create and recommend actionable plans

  • Excellent written and oral communication skills, writing sample required in English and in Spanish, with the ability to conduct training sessions to groups of employees

  • Highly motivated self-starter with the ability to work independently

  • High level of attention to detail

  • Non profit experience preferred

  • Strong analytical and computer skills, with the ability to use various software applications including Word, Excel, PowerPoint

  • Ability to exercise sound judgment and appropriate discretion in all matters

  • Bilingual English/Spanish required
