Job Summary:  Responsible for effectively and efficiently performing all related activities for the identification, development and implementation of effective talent acquisition processes, talent sourcing, screening, and interviewing of internal and external candidates. Assertively and competitively utilizes sales type skills to recruit talent, particularly ‘passive’ candidates. Ensures adherence to all federal, state, and local regulations as well as company policies and procedures regarding the employment process and HR Compliance.  Consults, as part of the HR team, on position classification, training, employee relations and performance management needs. Analyzes and develops HR policies that support business needs. Applies strong communication and empathetic listening skills. Professionally and effectively enforces high organizational standards.



  • Continuously source qualified candidates for MSF positions, especially those in key turnover areas, by using appropriate recruitment tools and sources, making direct and indirect contact with potential candidates by accurately presenting MSF employment opportunities.

  • Research and recommend new sources for active and passive candidate recruiting.

  • Build networks to find qualified passive candidates.

  • In partnership with Hiring Managers participate in phone screens and on-site interviews as appropriate in order to guide/ensure proper interactions as part of the selection process.

  • Work with Sr. HR Generalist and Sr. HR Analyst to develop strategies for identified labor market shifts and/or changing demographics.

  • Work with Sr. HR Analyst in coordinating the relocation program/process for new employees.

  • Train employees, managers, supervisors, leaders and executives on MSF hiring policies, best practices and procedures.

  • Ensure recruitment process and procedures are followed and legally compliant.

  • Develop applicant sources by networking and creating a presence in the community through participation in career fairs, professional association meetings, employer panels and other community events.

  • Actively advertise postings through a variety of means, including social media, to ensure adequate exposure on industry specific websites, job boards, and other avenues that create interest on the part of potential candidates.

  • Identify and utilize creative sourcing techniques to maintain candidate pipeline.

  • Manage the HRMS Recruiting system and database.

  • Administer and monitor all criminal background checks and candidate employment reference checks.

  • Track, provide analysis of, and report on recruitment activity and processes.

  • Provides metrics on Labor Market trends and demographics.

  • Coordinate and maintain all staffing firm contracts and relationships.

  • Manage all college recruitment efforts and relationships.

  • Mentor internal candidates on application process and interviewing techniques.

  • Along with Sr. HR Generalist coordinates services for HR Compliance in the areas of ADA, FMLA, FLSA, State, Federal and MSF Human Resources policies, procedures and guidelines.

  • Responsible for consistently reviewing, updating and tracking Job Descriptions, as needed.

  • In coordination with the Sr. HR Generalist, manage the FMLA process, responding to employee requests appropriately in accordance with the laws and tracking requested approvals and denials.

  • Special projects as assigned.

  • Provides back up for Sr. HR Generalist, as needed.

  • Maintains HR Recruiting budget which includes relocation program costs


Requires a Bachelor’s degree in Human Resources, or related field, plus four (4) years of directly related work experience. Professional in Human Resources (PHR) or SHRM-CP certification is strongly preferred. Other relevant designations and certifications preferred.
