The Human Resources Specialist 2 – Benefits, working under minimal supervision, is the lead administrator for benefits plans and programs such as Medical, FSA Plans, commuter or wellness initiatives: interprets plans, counsels employees and resolves their issues with plan coverage; helps employees and retirees understand their benefits; conducts employee orientation and assists with open enrollment. Also, audits and processes monthly billing working with vendors and carriers to resolve data errors and employee issues.  And, assists in the design and implementation of new/enhanced benefit programs. This position reports to the Director, Compensation and Benefits.

Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. Metra provides full pay ranges so candidate can consider their growth potential.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.

  1. Bachelor’s degree in Human Resources management OR in lieu of specified degree, any combination of education or experience that equals (4) years in human resources.
  2. In addition, to #1, four years’ experience  in a variety of benefits areas such as health and welfare, medical and  retirement.
  3. Proficiency in Microsoft Office (Word, Excel and PowerPoint).
  4. Must have strong verbal and written communication skills.
  5. Knowledge of best practices in health and welfare benefits programs, wellness and retirement.
  6. Knowledge of federal and state regulations impacting benefits.
  7. Ability to research, analyze and present recommendations.
  8. Ability to work independently and part of team.
  9. Ability to deliver high-quality, accurate work.
  10. Excellent interpersonal and customer service skills, requiring the highest level of confidentiality, judgement, and diplomacy to work with employees, retirees, vendors and carriers.



CEBS or SHRM-CP or PHR certification
Experience in administering wellness programs.
