Job Details

This position is located within the Human Resources Branch of Marine Corps Community Services (MCCS), Iwakuni, Japan. The primary purpose of the position is to provide the overall administration and regulatory compliance of all employee benefits. The position reports to the Chief of Human Resources.

Provides special guidance and assistance to all MCCS NAF employees on benefit plans and services. Surveys community to determine company's competitive position in relation to employee benefits. Provides leadership and supervision to benefit administrators, ensures compliance with all rules, polices, procedures and regulation, develops cost control procedures, continuously improves service levels offered to employees, ensures the accuracy of eligibility, payroll deductions and employee records, as they relate to benefits. Makes strategic recommendations to headquarters on benefit related programs, services and issues, as appropriate.

Ensures the legal and regulatory administration of employee benefits programs such as major medical and dental, term life insurance plans, long term disability programs, employee assistance programs, Flexible Spending Accounts, NAF retirement, and 401 (k). Family Medical Leave Act, Family Friendly Leave Act and Leave administration.

Evaluates and compares existing company benefits with those of other employers in the local community by analyzing their benefit plans, incentive programs, rewards and recognition programs. Analyzes results of employee surveys and develops specific recommendations for review by management.

Designs and develops all benefit related literature, communications and marketing materials to accurately convey approved benefit plans, benefit changes and updates. Prepares announcement materials, booklets, and other media for communicating new plans to employees. Conducts employee meetings and arranges for enrollment of employees in optional plans. Conducts employee benefit seminars for local personnel. Revises and reissues all communications material on benefits from time to time. Advises and counsels management and employees on existing benefits.

Prepares and executes, with legal and headquarter consultation, revision to existing benefit policies and procedures. Instructs benefit staff of compliance related matters and ensures overall prompt and accurate compliance.

Supervises preparation of benefit reports and monthly reconciliations. Ensures that benefit administrator(s) are auditing for eligibility requirements and the accuracy of employee information. Reviews and analyzes changes to federal laws pertaining to benefits, and reports necessary or suggested changes to management.

Handles benefit inquiries and complaints to ensure quick, equitable, courteous resolution. Maintains contact in person, and by phone or mail, with hospitals, physicians, insurance companies, employees, and beneficiaries to facilitate proper and complete utilization of benefits for all employees.

Supervises maintenance of human resources records. Supervises maintenance of enrollment, application, and claims records for all benefit plans.

Ensures that benefit staff is partnering with the Safety Department in the areas of workplace injuries, workers’ compensation, light duty restrictions, return to work, reasonable accommodations, and preventative safety measures as appropriate.

Supervises the administration of the Workers Compensation program ensuring compliance under the Division of Longshore and Harbors Workers Compensation (DLHWC) as required by the Department of Labor. Ensure training or Benefit staff and Organization leadership (management & front line supervisors). Ensure programs adhere to all Workers Compensation requirements as required by law.

Supervises Family Medical Leave Act administration. Supervises maintenance of applications to NAF HRO. Ensure compliance of the FMLA law by the organization. Ensures all benefit staff are trained on FMLA Policy as required by the Department of Labor.

Supervises Overseas Tour Contracts, to include, tour renewals, renewal travel agreements (RAT), Non Temp Storage funding letters, insures compliance with all Joint Travel Regulations (JTR) and Department of State (DSSR) regulations and policies.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.


  • Successful completion of a bachelor's degree from an accredited college or university in the field of human resources or a related program AND three to five years of demonstrated experience in benefits administration and/or HR generalist.

  • Ability to effectively lead, direct and positively influence staff in the complex arena of benefits administration.

  • Ability to build strong workplace relationships within a diverse population of employees, while providing world class customer service and diffusing potentially problematic issues related to claim resolutions, workplace injuries, and benefit entitlements.
  • Must meet deadlines, multi-task and function effectively in a fast-paced changing environment.

  • Ability to provide direction, interpret and instruct staff on all directives, policies, rules, federal regulations as they relate to benefit administration.

  • Proficiency with computer software and applications including Microsoft Word, Excel, PowerPoint, Access and Outlook.

  • Ability to understand, interpret and explain federal regulations as they relate to benefits to all levels of the workforce.

  • Possess a strong sense of urgency and a passion for excellence.

  • Demonstrate extensive ability to articulate effectively in English both orally and in writing.

  • Demonstrate the ability to deliver effective group briefings, orientations to large audiences and keep the workforce abreast through written communications of benefit updates and changes to policies and directives.
