Job Details

The City of Saratoga Springs currently has an opening for a Human Resources Director (HRD), this is a full time, exempt, position with the Saratoga Springs. This is position under the general supervision of the Assistant City Manager and is a highly responsible position that administers a full range of human resource functions for the City organization and all personnel. Primary focus is on personnel records, personnel policies and procedures, classification and compensation, recruitment and hiring, employee orientation and benefit enrollment, risk management, and advice to managers and other employees.

The HRD has significant, daily contact with all levels of City personnel, retirees, attorneys, brokers, and the public. Contacts are generally for the purpose of dispensing information, providing technical advice or policy interpretation, and/or program coordination. Contacts by the HRD may require the exercise of considerable judgment and/or diplomacy, and the ability to communicate policies clearly. The HRD deals regularly with sensitive or confidential information and therefore must exercise considerable skill in information handling, privacy of records and judgment. Excellent interpersonal skills are required.

SALARY RANGE:

Full wage range is as follows, please note hiring will normally occur at the minimum of the range and will not exceed the midpoint: Minimum - $70,388/yr., Midpoint - $86,815/yr., Maximum - $102,613/yr.

BENEFITS:

The City offers a competitive benefits package including health, dental, life and long term disability insurance. The City participates in the Utah Public Retirement System (pension). In addition, the City does not participate in Social Security so no Social Security taxes are deducted from your paycheck. In lieu of the City’s Social Security contributions, the City contributes 6.2% of salary into a 401(k) retirement plan. Other benefits include 120 hours of paid time off (PTO) accrued annually, 40 hours of short-term medical accrued annually, 10 holidays annually, and a flexible work week.

Requirements

Education & Experience:

  • A bachelor’s degree from an accredited college or university in Human Resources Management, Organizational Behaviors, Business Administration, or a closely related field.
  • A minimum of eight years’ experience, with a minimum 5 years as the Human Resource Director, or equivalent management experience in government human resources, benefits, compensation or a closely related field.

 Certifications Required:

  • Must possess a valid Utah driver’s license.
  • Must possess a SHRM-SCP, SPHR, or equivalent certification.

 Knowledge, Skills & Abilities:

  • Knowledge of general PC computer operations.
  • Knowledge of correct use of English language and vocabulary, both written and oral.
  • Ability to interact with the public in all situations while maintaining a professional, pleasant, and courteous demeanor.
  • Ability to utilize excellent customer service skills.
  • Ability to exercise sound and good judgment at all times.
  • Ability to handle confidential information in a sensitive manner.
  • Ability to proficiently operate a computer and instruct others on how to perform basic computer functions.
  • Ability to perform all cash handling procedures as outlined in the Cash Handling Procedures manual
  • Ability to perform tasks with an attention to detail and a high level of accuracy.
  • Ability to utilize efficiently office equipment including, but not limited to, a photo copier, telephone, facsimile, calculator, shredder, multi-line telephone system, computer and other standard office equipment.
  • Ability to utilize Microsoft Office programs including Word, Excel, Outlook, Internet Explorer, Power Point and related software.
  • Ability to utilize specialized software including, but not limited to, Symphony ILS.
  • Ability to maintain effective working relationships with City staff, members of the public, and others encountered in the course of work.
  • Ability to communicate well in a courteous and professional manner by telephone, in writing, and in person.
  • Ability to manage heavy workloads, prioritize, and multitask.
  • Ability to utilize efficiently time management skills.
  • Ability to be a team player.
  • Ability to problem solve.
  • Ability to manage stress.
