Job Purpose:

The Human Resources Manager (HRM) is responsible for all facets of Human Resources for SCTM, Inc. and is a key member of the Executive Team. This position will bring a service oriented, proactive and facilitative approach to meeting internal and external needs in a resource lean environment. Developing and maintaining a positive working relationship with influential leadership to peer department heads, while serving as an advocate for all employees is essential in this role.


Major Responsibilities:

  • Responsible for all aspects of new employees being hired to include: posting advertisements, screening resumes and applications, scheduling interview appointments, processing background investigations using third party services, new hire orientations, I-9 verification and the set-up and maintenance of employee and medical files under federal guidelines.


  • Responsible for creating and updating a range of HR policies and processes to include healthcare, drug and alcohol testing, and EEO environment which will require ongoing vigilance and responsiveness.



  • Oversee and maintain EEOC log, while keeping the Equal Employment Opportunity program up to date to remain in compliance with Federal requirements for transit agencies.


  • Maintain FMLA and Worker’s Compensation approval/disapprovals, tracking and notifications. Monitor and manage Workers Compensation and light duty programs.



  • Coordinate and assist benefit enrollment including open enrollment period and other benefit concerns and questions. Assist employees with benefits related issues.


  • Responsible and maintain Cobra Onque Program and ACA compliance.



  • Assist in the labor negotiations, either as a member or providing support to management.


  • Provide recommendations to ensure implementation of strategic direction for staff development within SCTM.



  • Address complaints and conduct investigations. Assist managers and supervisors in case of disciplinary issues


  • Develop and support ongoing employee safety, welfare, wellness and health programs.



  • Prepare and complete company audits to ensure compliance.


  • Other duties as assigned.



Minimum Education & Certifications Required:



Bachelor’s Degree in Human Resources. A Master’s degree is preferred.




Experience & Skills Required:



  • A minimum of five (5) years of progressively responsible professional experience in Human Resources administration. Direct experience in public sector HR is a major plus.


  • Knowledgeable about State and Federal employment guidelines, including FLSA, FMLA, USERRA, Affirmative Action, and EEOC. Knowledge of Federal Transit Administration policies a plus.


  • Extensive Labor and employee relations experience is a must as the HRM will have frequent interface with the agencies major labor union (ATU).


  • Computer literate and have good Microsoft Office Suite and Outlook skills. 


  • Able to assimilate information quickly and accurately.


  • Able to effectively prioritize tasks and to manage time effectively is required.


  • Requires an individual who can effectively interact with all levels of employees, from vehicle operators to senior management, and with the general public.


  • Communicate clearly and effectively both orally and in writing in the English language.


  • Demonstrate regular and consistent attendance and punctuality.


  • Work extended hours on an as-needed basis
