Job Details

The purpose of this position is to provide a variety of professional and technical duties for the Human Resources department to include classification, compensation, and position management as well as communicating and training staff and management on compensation-related topics.

Essential Duties and Responsibilities: Conducts audits and ensures jobs are correctly classified according to applicable systems, rules, and regulations. Performs complex analysis and modeling of compensation data. Reviews and conducts equity analysis for salary recommendations. Conducts special projects such as preparing reports to include EEO/AA reporting, conducting job analyses/audits and conducting studies. Provides advice and consultation to staff and management regarding general compensation program and position management. Reviews requests for new or revised classifications to determine appropriate salary grade assignments. Develops and participates in salary surveys and other compensation benchmarking activities. Prepares compensation reports, analysis, develops recommendations, and prepares presentations to facilitate the communications of results. Verify approximately 25 to 35 Citywide Personnel Action Notices (PANs) weekly, related to merit increases and promotions/demotions. Confirms and processes Citywide Career Development increase PAN based on varying plan descriptions. Processes Citywide Bilingual Increases, Special Separation Allowances for Police Officers, Vacation Accrual adjustments and Military Leave PANs. Responsible for Position Management in the payroll system (FinancePlus). Extracts and prepares data for Public Records Requests. Trains staff on compensation-related topics. Understands, applies, and ensures compliance of related federal and state laws, primarily the Fair Labor Standards Act. Adheres to the HR Department’s Confidentiality Agreement.

 Supplemental Functions:Performs other similar duties as required.

Working Conditions / Physical Requirements: Positions in this class require: fine dexterity, sitting, handling, vision. Sedentary Work: Exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time.




Job Specifications and Qualifications:Knowledge of statistical computations related to Human Resources. Research methodologies; compensation programs; human resources principles and practices; human resources programs; point-factor evaluations systems; applicable local, state and federal laws, rules, and regulations; recruitment, retainment, and reward systems; employee relations; customer service principles. HRIS and Payroll systems administrator experience; data query and reporting; analytical ability; strong organization; detail oriented; prioritizing work; multi-tasking; conducting studies and preparing sound recommendations; interpreting policies and procedures; preparing written reports; operating computers and related software applications; maintaining confidentiality. Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Licensing and Certifications:  None Required


Required Experience: Bachelor's degree in Human Resource Management, Public or Business Administration or related field. Over three years’ experience in analysis, design and administration of compensation programs; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
