OCSD is currently looking to fill the role of a Human Resources Analyst
The Human Resources Analyst works under direct supervision of the Human Resources (HR) Supervisor, performs a variety of professional, technical, and analytical duties and assists senior staff and management in the implementation of HR programs and activities, including but not limited to recruitment and selection, benefits administration, training and development, and performance management. Specifically, the individual in this position will be responsible for:
Developing recruitment plans with management; drafting job announcements and interview questions; screening and assessing candidates through testing and interviews; and providing guidance to management;
Benefits administration, including member eligibility changes, monthly invoice reconciliation, responding to inquiries/complaints and assisting with escalated claims;
Coordinating District-wide training, including identifying compliance and career development training needs and coordinating activities;
Conducting and coordinating new employee orientation programs; and
Coordinating the performance management program, including advising management on issues and implementing performance improvement plans.
General duties include, but are not limited to, conducting research, formulating recommendations, preparing reports, developing presentations, responding to employee inquiries; providing a high level of customer service to management, staff, and the general public; staying abreast of new laws, regulations and other developments in the field of human resources; and other related duties as assigned.
The position requires a Bachelor's degree in Human Resources, Psychology, Business/Public Administration, or a related field; and one (1) year of related professional or analytical work experience in human resources administration. The ideal candidate will be highly motivated and organized, able to demonstrate technical and analytical proficiency in current human resources practices and procedures; have strong interpersonal skills to interface with staff at all levels of the organization, and a demonstrated ability to work collaboratively with management, staff, and a variety of stakeholders. Knowledge in the principles and techniques of recruitment and selection, benefits administration, training and development and performance management; and the laws and regulations governing human resources activities and functions is required. This position requires the ability to apply critical thinking skills, sound judgment and initiative on a regular basis; to complete assignments accurately and in a timely manner; and to research information from a variety of sources, analyze findings, and provide sound recommendations. The ability to maintain flexibility and work within a dynamic group and organization is required. The Human Resources Analyst must have intermediate to advanced database and word processing skills (i.e., Excel and Word), with the ability to analyze complex data and reports; excellent oral and written communication skills; and the ability to work with confidential and sensitive issues requiring a considerable amount of tact, diplomacy and skill to gain trust and confidence.
In addition to the knowledge, skills and abilities listed above, the ideal candidate will exhibit the following competencies: flexibility, adaptability, approachability, attention to detail and proven time management skills. Desired qualifications include: certification in the field of Human Resources; prior work experience in public sector human resources; and familiarity working with J.D. Edwards OneWorld financial information system, NEOGOV and Cornerstone talent management software.

Hiring Salary Range: $74,755 – $82,430/year
(starting salary will be within this range based upon qualifications)
