Job Details

The School Bus Terminal/Facility HR & Compliance Manager is responsible for Human Resources and to ensure compliance with company, customer, and regulatory agency requirements. The Manager should establish and promote safe, healthy, and productive working conditions, best available industry practices are being used, atmosphere of positive employee/labor relations, environment of employee engagement, and culture of high performance. The Managerworks closely with Contract Manager, Regional Safety Manager, Trainers, School Bus Drivers, and other employees. Serves as location training, recruiting, and HR Subject Matter Expert.

Provide point of contact for location's HR related activities while problem solving using policy, procedures, and practices to identify best fit approach to resolve issue in a positive manner.

Responsible for meeting all hourly staffing needs including recruitment, screening, selection, training, and orientation while ensuring all activities are compliant with all federal, state, customer, and company requirements.

Serve as co-chair for CBA negotiations including developing proposals. Handles day-to-day Labor Relations including grievance processing, making grievance adjustments, conducting grievance hearings, preparing arbitration cases, and developing policies & procedures.

Initiates and maintains all applicable files to assure compliance with federal and state rules and regulations, company policies and procedures to include but not limited to personnel files, training records, safety records, behind the wheel documents, MVR’s, driver authorizations, fingerprint cards, final evaluation results, and third party testing.

Shares responsibility with Contract Manager related to authority for hiring, firing, promotions, and disciplinary action for hourly positions.

Conduct investigations and audits of safety, compliance, Workers Compensation, and HR related issues and situations. Determine and initiate corrective measures.

Other duties as assigned.

Requirements

  • 1 to 2 years of transportation safety experience (preferred)

  • 1 to 2 years of Human Resources experience (preferred)

  • Working knowledge of federal and state rules and regulations regarding bus transportation, safety and human resources issues (preferred)

  • Ability to relate to staff in a positive and effective manner

  • Strong interpersonal skills with the ability to work with all levels of the organization as well as external parties

  • Excellent organizational skills with a strong ability to multi-task in a fast-paced environment

High school diploma or equivalent and Bachelor’s Degree in related subject (preferred) or Associate's Degree in Human Resources (required)
