Description Of Work:

The purpose of the Human Resources Department at Fayetteville State University is to support the institutional mission by providing comprehensive and timely human resource services with respect to recruitment and employment, benefits administration, classification and salary administration, staff development and training, and employee safety and health.

The Human Resources Consultant will be responsible for the management, planning, and operational support of the employment, recruitment and workforce planning needs of the university. The consultant will assist in the development of employment policies and procedures to ensure compliance with federal, state, and university regulations and will serve as a resource to the university for policy interpretation and administration relevant to employment and recruitment processes within Human Resources.

Knowledge, Skills And Abilities:

Ability to recommend and implement effective recruitment strategies.
Working knowledge of Federal and State laws and regulations related to Equal Employment Opportunity. Demonstrated ability to problem-solve at the tactical level and to contribute to strategic program improvements.

Ability to continually improve policies, processes and procedures to effectively respond to organizational needs. Excellent project management, organization and time management skills. Experience leading and implementing projects. Demonstrated understanding of compensation, benefits and training as related to talent acquisition.Strong communication skills, specifically in providing feedback, observations and conclusions to influence and achieve positive outcomes. Ability to communicate effectively through verbal and written means with individuals and groups and to audiences at all levels of the organization. Demonstrated ability to utilize technology to optimize program implementation and management: Microsoft Office (Word, Excel, PowerPoint), knowledge of Human Resources systems.
Working knowledge of applicant tracking systems, internet technology tools, networks, etc. for sourcing talent.



Minimum Education And Experience Requirements:

Bachelor’s degree and two years of progressively responsible experience analyzing, interpreting, applying, communicating and promoting HR best practices in the context of organizational goals and objectives; or an equivalent combination of training and experience.

Preferred Qualifications:

Previous experience managing employment programs.
A Bachelor’s degree in Human Resources Management/Development or related field and four (4) years of progressively responsible professional human resources management experience in a variety of human resources programs, including two (2) years of managerial experience.
HRCI / SHRM certification.
