Sir or Madam:

The Unified Government of Athens-Clarke County, GA seeks candidates for an exciting opportunity to serve as the Human Resources Director. This position is responsible for managing the operations of the Human Resources Department to include overseeing the activities of its Administration Division, Employment Division, Safety and Risk Division, Compensation and Payroll Division, and Benefits and Wellness Division.

The Human Resources Director serves as a strategic partner with departments of the Unified Government to ensure that all programs are consistently administered and aligned with organizational goals and are in compliance with professional standards, state and federal regulatory requirement and laws. The successful candidate will be a strategic planner, have a track record of success in human resources, and be knowledgeable and experienced in best practices.

Duties and responsibilities include, but are not limited to:

Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.

Develops, implements, and administers standard operating procedures and personnel policies for the government including grievance and disciplinary policies and procedures.

Reviews payroll policies and procedures.

Oversees the preparation of the departmental budget; analyzes costs for various services and activities.

Directs the preparation of the government-wide personal services budget to include salaries and fringe benefits.

Assists all government employees with resolving human resources related problems.

Oversees the operation of the unified government's employee benefits program.

Oversees the recruitment and retention program for the government.

Prepares and/or supervises the preparation of federal and state reports.

Prepares the annual departmental budget; monitors expenditures under the current budget.

Maintains contacts with news media and community groups.

Responsible for employee relations to include counseling with supervisors and employees.

Works with various committees and boards.

Represents the government at various community functions.

Conducts meetings including individual meetings with employees and staff meetings.

Competitive Annual Salary depending on qualifications

Salary range: $75,792- $98,530

Bachelor's degree in Public Administration, Human Resources Management or related discipline and six years of public administration, human resources management or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Five years of supervisory experience is required.
Must possess a valid driver's license.

Master's degree in Public Administration, Human Resources Management or related discipline is preferred


Final candidates must successfully pass the pre-employment process that includes a thorough background investigation of employment, educational history, driving history, criminal history, and credit history.
