General Statement of Work

The Human Resource Director is directly responsible for the overall administration, coordination and evaluation of the human resource function. The Human Resource Director shall develop and administer County employment policies and programs; recommend and administer benefit programs; monitor and administer HIPAA compliance; develop and administer job classifications and compensation plans; and support offices and departments in all areas of human resources.

Minimum Qualifications

Qualified applicants should have a Bachelor’s degree in human resources, labor relations, industrial relations, or business administration/management. A qualified applicant should also have five-years experience in human resources, primarily in a generalist role.

Essential Job Functions and Duties

Annually reviews and makes recommendations to the Board of Supervisors for improvement of the organization’s policies, procedures and practices on personnel matters. Develops and administers policies and programs to accomplish overall County objectives.

Assist in the recruitment and selection of applicants for all County positions and implements valid and reliable selection criteria.

Serve as the County’s EEO Officer to ensure compliance with federal and state laws and guidelines.

Serve as Title VI Coordinator.

Serve on Risk Management Committee and assist with employee safety training and record keeping.

Review and administer ADA compliance policy and assist Building Maintenance Manager with claims.

Monitor legislative activities to ensure compliance.

Maintain responsibility for organization compliance with federal, state, and local legislation pertaining to all personnel matters.

Coordinate and/or conduct exit interviews.

Provide new employee orientation and necessary training.

Work directly with Elected Officials and Department Heads to assist them in carrying out their responsibilities on personnel matters.

Recommend, evaluate and participate in staff development for the County.

Develop and maintain a human resource information system that meets the organization’s personnel information needs.

Maintain County personnel files.

Conduct organizational studies of County departments and offices as requested and provide recommendations on necessary classification adjustments, as well as appropriate staffing levels.

Assist with the administration of employee benefit programs including group health insurance, group life, and deferred compensation as well as cost analysis and recommendation for benefit changes.

Develop and administer Human Resources Department budget.

Plan and direct County employee development programs.

Assist the Board of Supervisors with union negotiations.

Knowledge, Skills, and Abilities

Ability to establish and maintain courteous and effective work relationships with all levels of elected officials, department heads, staff, agencies and the public.

Practice effective communication skills including written, verbal and listening skills. Ability to utilize diplomacy and tact as required.

Have a familiarity with the legislative process at the federal and state levels.

Demonstrated ability to use independent judgment and work under pressure.

Ability to take initiative in resolving problems and completing projects.

Must be able to maintain confidentiality.

Familiarity with the collective bargaining process in general, with Chapter 20 of the Iowa Code in particular.

Familiarity with federal and state EEO regulations and guidelines pertaining to employment.

Familiarity with Iowa’s open meetings and open records laws.

Knowledge of public sector classification.
