The Oregon Department of Transportation (ODOT) has an exciting opportunity for an experienced human resource (HR) leader to direct the work of the 55 HR professionals who support ODOT's staff of 4,700 and make up one of the state's largest and most well respected HR departments

The proven leader selected to serve as HR director will plan and direct the human resource functions for the agency and provide strategic direction for management and development of the agency's work force. This includes directing the development of long-­range vision, goals, policies, and state of the art systems to meet the agency's future human resource needs and ensuring the agency's HR programs are carried out according to laws, rules, and labor contracts

Additional Details:

Lead, direct, and manage Human Resources Branch services, programs, and activities directly and through five subordinate managers.
  • Set and interpret HR policy for the department
  • Develop and maintain a performance mindset and service ethic for HR staff
  • Advise and consult with agency leadership on HR related issues using a performance mind­set and strong customer service orientation
  • Engage and represent ODOT in setting direction at a statewide level
  • Maintain a positive relationship with ODOT's labor force including collective bargaining units
· ODOT's HR service­delivery groups include:
  • Employee and labor relations
  • Employment development and training
  • Corporate services, including a full range of administrative and technical support functions
  • Human resources business operations, including employee recruitment and selection and job classification
  • Internal EEO/ADA/Affirmative Action, leading programs and strategies for diversifying ODOT's workforce while ensuring compliance with Title VII requirements
· Develop and monitor the human resources budget of approximately $12.7 million biennially
· Collaborate with state and federal agencies to initiate improvements in government human resource programs and systems

Minimum Qualifications:
Six (6) years of management experience in a public or private organization that included responsibility for each of the following:
  1. Development of program rules and policies,
  2. Development of long­ and short­range goals and plans,
  3. Program evaluation, and
  4. Budget preparation

Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre­employment driving records checks on our final candidate(s)
