The City of South Portland, a forward thinking and progressive community of over 25,000 located on scenic Casco Bay is currently seeking a full-time Human Resources Director to plan, organize and lead a variety of complex administrative, technical and professional functions of the City’s human resources department. The HR Director provides leadership and best management practices to the City in designing systems, programs, policies and procedures for organizational effectiveness, workforce management, and employee engagement, including employee benefits, workers’ compensation, compliance with state & federal employment and labor laws, records retention, leaves of absence, compensation and classification, recruitment, hiring & onboarding, employee development and training, performance management, policy and union contracts administration, drug & alcohol testing program, safety and occupational health, and labor relations. The HR Director serves as the chief negotiator for contract negotiations and administration with the City’s six collective bargaining units.




The Human Resources Director implements processes and strategies to attract, hire and retain a highly qualified, talented, diverse and inclusive workforce. The Director’s position oversees the Human Resources functions of 280 municipal employees, and an HR support staff of 2.25 employees. The Director also provides oversight of two full-time employees in the Social Services-General Assistance Department, and a full-time Safety Coordinator.






Graduation from an accredited four-year college or university with a degree in Human Resources, Public Administration, Business Communications, or related field. Five or more years of progressively responsible relevant experience in a position of comparable scope, or any equivalent combination of education, experience, and training that provides the required knowledge, competencies, and abilities to perform the essential duties of the Human Resources Director.


Master’s Degree in Human Resources, Public Administration, Business, or other related field is preferred.




Public sector labor relations, collective bargaining experience as chief negotiator desirable; SHRM-CP or SCP, IPMA-CP or SCP, and/or CLRP Certification is desirable; valid Class C Driver’s License is required
