Vancouver, Washington, is located on the shores of the Columbia River, approximately ten miles north of Portland, Oregon. With a population of nearly 182,000, Vancouver is the fourth largest city in Washington State. Vancouver is one of the nation’s most livable cities, with a growing economy, an exemplary education system, a vibrant downtown, and access to high quality health care, housing, transportation, parks, and many other amenities. Vancouver’s robust outdoor and recreational amenities include nearly 7,000 acres of parks, over 20 miles of trails and two community centers.


The City of Vancouver is managed by a Council/Manager form of government and currently has 1,106 FTEs, with approximately 800 seasonal, temporary employees, and has a 2017-2018 Adopted Budget of $1.1 billion.


Reporting to the Deputy City Manager, the Human Resources Director plans, directs and manages the activities and operations of the Human Resources Department, which is staffed with 15 FTEs. The HR Director manages a $3.9 million operations budget and a $2.3 million workers’ compensation budget. The HR Director is responsible for all aspects of human resources, including recruitment and selection, employee and labor relations, collective bargaining agreement administration and negotiations, job classifications and compensation, employee benefits, civil service, leave administration, training and development, workers compensation, and recommendation and administration of citywide personnel policies and procedures.


Seven years of increasingly responsible Human Resources experience in managing all aspects of HR, including knowledge of federal, state and local human resource management regulations, personnel, labor/employee relations, collective bargaining, recruitment, selection, records maintenance, benefits, workers’ compensation and EEO regulations. A bachelor’s degree in Human Resources Management, Business Administration, Public Administration or a related field. A MBA or master’s degree in Human Resources is desired. Candidates may possess any combination of relevant education and experience that demonstrates their ability to perform the essential duties and responsibilities of the position. Public sector Human Resources experience is preferred.
