Job Details

The Human Resources Generalist is responsible for regular daily operations within the Human Resources Department under the direction of the Human Resources Manager, which include the following functional areas: administering policies and procedures, programs and practices.  Additional responsibilities include departmental development, employee relations, benefits and compensation.  The Human Resources Generalist carries out the practices and objectives that will provide an employee-oriented and a high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of the workforce.  

POSITION SUMMARY: Typical job duties may include but are not limited to:

• Responsible for personnel administration including: processing of unemployment, assisting with labor relations and completing EEO reporting requirements. 

• Responsible for responding to department inquiries and issues; via telephone, email, or in-person, greeting and assisting current or prospective employees or vendors, providing information, and other general customer service. Responds to regularly occurring requests for assistance and information and provides answers.

• Produces correspondence, job descriptions, special reports and forms, databases, handles highly confidential and sensitive information and correspondence including the drafting, collection, distribution and filing of research and meeting memoranda, collective bargaining studies, proposals and contracts.

• Develops and administers an effective recruitment program.

• Assists in compiling statistical data and preparing various charts, graphs, and written summaries. Establish, develop and maintain Organizational Charts and MS Excel spreadsheets as needed for reporting, analysis or statistical purposes.

• Processes personnel actions affecting employees in accordance with civil service laws, bargaining agreements, and federal rules and regulations including appointments, separations, promotions, leaves of absence, etc., and verifies or obtains pertinent data and prepares necessary paperwork. 

• Assists in the implementation of employee training and development programs.

Educational Requirements:

•Bachelor’s Degree in Human Resource Management or closely related field.

• PHR/SPHR certification preferred.


• At least 5 years experience in exempt level Human Resources work with a minimum of three (3) years in a unionized workforce
