Austin Public Health is seeking a Human Resources Manager. This position will manage a diverse and multifunctional human resources group which includes, employment, compensation, timekeeping and payroll, employee relations, organization development and safety.

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Confers with upper management in the selection and implementation of Human Resource programs and initiatives.
2. Develops short and long range plans, programs, and personnel that provide administrative, managerial support, fiscal management, program planning, and evaluation.
3. Develops and implements standard operating practice, policy and procedure.
4. Determines goals, objectives, and resource requirements for activities.
5. Prepares budget, presents, monitor expenditures, and ensures division operates within appropriated budget.
6. Monitors contracts and contractors, ensure compliance with contractual obligations.
7. Communicates section/division, project and program information to management and others.
8. Functions as the liaison between the Human Resource Department and other city departments.
9. Investigates and responds to complaints from managers and employees, and makes recommendations.
10. Prepares and reviews reports to monitor and communicate performance results.
11. Recommends and approves major purchases and expenditures.
12. Participates in ongoing education as it relates to human resources, the operations of the city, and/or its departments.
Responsibilities- Supervision and/or Leadership Exercised:
Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills and Abilities

Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of human resource and departmental processes, techniques, and methods.
Knowledge of Federal, State, and Local laws and ordinances governing personnel and employment practices
Knowledge of city practice, policy, procedure, statutes, and ordinances.
Knowledge of supervisory and managerial techniques and principles.
Knowledge of fiscal planning and budget preparation.
Skill in analyzing human resource business needs.
Skill in developing short and long range plans.
Skill in oral and written communication.
Skill in using computers and related software applications.
Skill in handling multiple tasks and prioritizing.
Skill in handling conflict and uncertain situations.
Skill in data analysis and problem solving.
Skill in planning and organizing.
Skill in understanding key, cross-functional business issues to resolve issues through conflict management and coaching.
Ability to work with frequent interruptions and changes in priorities.
Ability to quickly recognize and analyze irregular events.
Ability to establish and maintain good relationships with other city employees and the public.


Requirements

Minimum Qualifications

Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to job, plus six (6) years of related human resource experience, at least two (2) years of which were in a supervisory capacity.

Experience may substitute for one (1) year of the required education up to a maximum of four (4) years substitution. 


Licenses or Certifications:
Valid Texas Class C Drivers License

 

Preferred Qualifications

  • Demonstrated success in partnering with executives, managers, in providing guidance and management oversight under a HR Governance model.
  • Experience developing policies, guidelines, and strategic plans.
  • Experience developing and presenting human resources training to managers and supervisors.
  • Experience with conflict resolution and overseeing employee relations processes, including performance management, grievances, investigations, hearings and mediation.
  • Experience overseeing employment processes, including staffing analysis, recruitment, selection assessments, and onboarding; familiar with diversity initiatives.
  • Strong leadership and operations management over all human resources functions such as compensation, classification, payroll, and HRMS administration.
  • Working knowledge of workers compensation, leave management, case management, and occupational safety.
  • Strong background in organizational development, organizational policies, employee development and business planning.
  • PHR, SHRM, IPMA-HR certification or Master’s degree
