Principal Duties and Responsibilities:
Under minimal supervision, plans, organizes and directs activities related to human resources, benefits, payroll and the receptionist function.
Responsible for collaborating, coordinating and implementing policies and programs covering the following: employment, wage and salary administration and fringe benefit administration.
Ensures legal compliance by monitoring and implementing applicable human resources federal and state requirements. Assist with the compliance of all HR regulations (e.g., EEO, ERISA, HIPAA, Wage & Hour). Works with supervisors and managers regarding employee issues related to the various regulations.
Maintains management guidelines by preparing, updating, and recommending Human Resources policies and practices. Responds to inquiries regarding policies, procedures, and programs.
Oversee payroll processing activities, including payroll auditing, W-2 and 1095 processing, system maintenance, compliance update and testing. Prepares quarterly, 941 and Texas Workforce Commission reports. Annually prepares Federal Unemployment Insurance (FUI) reports. Responsible for calculating and transmitting of semi-monthly tax deposits and quarterly FUI deposits.
Reviews and approves premiums for life, health and long-term disability. Request transfer of funds for payment of health claims. Logs health insurance payments for retirees and COBRA participants. Monitors electronic eligibility files and activity for applicable vendors.
Acts as coordinator between various benefit vendors and management. Oversee updates employee benefit plan including adds, changes and deletes when necessary in benefit administration module. Monitors electronic enrollment files to multiple vendors.
Provides new employees with an overview of benefits and answers questions regarding benefits.
Works with the health insurance administrator and broker regarding benefit issues. Responsible for compliance with legislation that affects the health plan. Issues COBRA election forms, provides HIPAA notices and certificates of authenticity.
Monitors 401K contribution information sent to the trustee semi-monthly. Coordinates the distribution of required employee plan notices and plan documents.
Works with the consulting firm to provide information for the preparation of the IRS Form 5500 for the Health and Cafeteria Plan, ensuring all schedules are received and filed in a timely manner.
A bachelor’s degree preferred with at least eight (8) years of experience in the human resources field.
Four (4) plus years of management experience required.
Payroll and HRMS or HRIS experience is required.
