Agency Overview: The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state’s roads, bridges, tunnels and ferries. Through the Commonwealth Transportation Board, it also provides funding for airports, rail, and public transportation. Virginia has the third largest state-maintained highway system in the country covering 58,321 miles of interstate, primary, secondary and frontage roads. VDOT has about 7,500 employees making it one of the largest state agencies in Virginia delivering a program that exceeds $5 Billion.

The Position: VDOT is seeking an enthusiastic, dedicated and innovative leader to join our team as a Human Resources Manager for the Richmond District. The Richmond District is responsible for approximately 18,700 lane miles of roads in central Virginia. This is the largest inventory of the nine districts and is approximately 15% of the state inventory – interstate – 1,323 lane miles, primary – 3,439 lane miles and secondary – 13,932 lane miles.

Approximately 890 people work in the district office, four residencies, 27 area headquarters and the Central Region Transportation Operations Center (TOC).

The Richmond District serves the following 14 counties: Amelia, Brunswick, Charles City, Chesterfield, Dinwiddie, Goochland, Hanover, Henrico*, Lunenburg, Mecklenburg, New Kent, Nottoway, Powhatan and Prince George.

This position oversees, manages and develops a professional Human Resources staff of 8 exempt and nonexempt staff, that provides consultation to all levels of management and employees on a broad scope of Human Resources programs including total rewards, classification, talent acquisition, organizational design and structure, employee relations and performance management. As Human Resources Manager, you will be responsible for developing, planning, implementing and evaluating human resource programs and services that provide consistency within the organization and ensure compliance with state and federal laws and regulations. You will collaborate with district leaders to ensure program alignment with VDOT’s mission and business plan and serve as a management resource to ensure compliance with established practices. You will work closely with peers in Civil Rights, Payroll, Safety and Workforce Development.

This position will be filled with an applicant who can maintain a high level of confidentiality regarding personnel actions, data and management decisions.


Knowledge of human resources management principles and practices across functional Human Resources program areas such as recruitment and selection, classification and compensation, employee relations, organization and job design. Knowledge of Federal and state regulations related to human resources functions. Demonstrated ability to plan, organize and coordinate the work of a professional staff and manage delivery of programs through others. Ability to develop strategies to improve customer service, program efficiency and effectiveness. Demonstrated experience consulting with senior level management regarding human resource matters and providing quality customer service to all levels of employees. Extensive analytical skills with ability to research and work through complex issues; strong oral and written communication and interpersonal skills. Ability to analyze data and reach conclusions which are logical and legally supportable, and counsel and advise managers and employees in the resolution of Human Resources issues.
