POSITION DESCRIPTION

Human Resources Manager

SUMMARY: Under limited supervision, the Human Resources Manager is responsible for planning and implementing strategic objectives for development of human resources and the overall management of human resources activities such as policy development, recruitment, compensation and classification, recognition, benefits administration, employee relations, conflict resolution, training and development and performance management.  This highly visible position will embrace our values and help create an environment that helps the values permeate through all levels of the organization. 

 

 
 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

 

 

 

Duties include but are not limited to:

 

  1. 1.      Employment/Recruitment: Identifies, recruits, and recommends candidates for all positions. Oversees the maintenance of accurate and up to date personnel files on all employees. Ensures that company hiring standards, laws and applicable regulations are followed in the application, hiring and selection process.
    1. a.      Works with individual departments to anticipate and plan for upcoming staffing needs and related budgets.
    2. b.      Identifies and documents the essential job functions for positions.
    3. c.      Establishes and maintains relationships with local recruiting sources, colleges/universities, and outreach agencies for recruitment purposes, and represents the company by attending Career Fairs and community events with the goal to promote the brand and values into the community.
    4. d.      Screens, interviews and tests applicants; coordinates background checks/references, and processes applicable paperwork.
    5. e.      Partners with department managers to complete interview process and extend employment offers.
    6. f.       Designs a comprehensive internship and trainee program to create a pipeline of talent.
  2. 2.      Employee Relations: Identifies employee relations practices necessary to establish a positive employment relationship and promote a high level of employee morale and motivation.
    1. a.      Develops, implements and monitors corrective actions policies and procedure to ensure fairness and consistency.  Provides orientation for supervisors to understand the importance of documentation.
    2. b.      Conducts formal and informal investigations into employee complaints or allegations.
  3. 3.      Onboarding: Designs and ensures a new employee onboarding experience that tracks from the first impression when the job was posted through the hiring process and 3-6 months into their employment with the goal to ensure high standards of recruitment and high levels of retention.
    1. a.      Ensures new employees are added and files created and maintained in accordance to law and best practices.
    2. b.      Maintains employee I-9 information including re-certifying credentials and using E-Verify.
  4. 4.      Exit Procedures: Develops and implements the exit process, including unemployment insurance claim responses. 
  5. 5.      Compensation: Partners with management to establish and maintain the company wage and salary structure.
  6. 6.      Benefits: Manages the benefits administration piece for all employees.  Ensures employees are correctly added and deleted in a timely manner.  Leads the development of benefit orientations and other benefits training including enrollment.
  7. 7.      Training and Development: Defines HR training programs in conjunction with established guidelines and available resources. Facilitates effective training and development programs for employees.
    1. a.      Establishes training/career paths for various career objectives. Identifies potential leaders in the organization and provide the tools and opportunity for growth. 
  8. 8.      Safety: Maintains accident reports, accident logs and complies with OSHA reporting requirements. Coordinate worker’s compensations claim with insurer. 
    1. a.      Provides support for safety initiatives and ensures that monthly safety meetings are being conducted.

 

 

 

  1. 9.      Performance Management: Designs, implements and evaluates a comprehensive performance management system to support a performance culture.
  2. 10.   Payroll: Serves as check and balance for reviewing payroll for accuracy and monthly payroll accruals.
  3. 11.   Employee Satisfaction Survey: Establishes a system to evaluate the internal environment, external influences and overall job satisfaction.
  4. 12.   Performs other duties as required within the scope of responsibility.

MINIMUM QUALIFICATIONS

EDUCATION and/or EXPERIENCEMust possess a Bachelor’s degree in HR or related field; and a minimum of 5-7 years of HR experience as a generalist working in a small to mid-sized organization; or equivalent combination of education and experience.  Must have experience at the exempt level and have experience in each of the functional areas mentioned above.  Must be well versed in current federal, state and local laws and have direct experience with EEO, ACA, ADA, FMLA, WC, HIPAA, FLSA, OSHA, ADEA, unemployment insurance, etc.

 

LICENSES, CERTIFICATIONS: Prefer certification as a Senior Professional in Human Resources (SPHR) or a Professional in Human Resources (PHR) or be willing to acquire certification within a year.  Must possess a valid driver’s license. 

 

Language Skills: Ability to exercise excellent communication, presentation, organization, time management and listening skills.  Excellent writing skills are a must.

 

Mathematical SkillsPossess excellent basic math skills. Must be proficient on Microsoft Office Suites of products.

 

Reasoning Ability:  Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.

While performing the duties of this job, the employee is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, and talk or hear. The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 25 pounds and be able to work in a standing position for long periods of time (up to 5 hours) with the ability to sit for prolonged periods of time.  Duties are generally performed in an indoor office setting and the employee will be using a computer frequently. Varying schedule to include evenings and holidays as business dictates.  Local travel required. The noise level in the work environment is usually moderate.

This is an exceptional opportunity for an experienced HR Generalist to step into a newly created role and develop an HR program.  With attention to detail and the ability to be tactical as well as strategic, we need someone who can build and nurture relationships – both internally and within the community.   As the sole practitioner, you will work closely with management to ensure effectiveness and compliance as well as provide guidance and advice to our supervisors. 

 

In this role, you will demonstrate your proven project management skills and your ability to multi-task as you manage the day to day needs of the HR function.  

  • Key responsibilities will include recruiting, onboarding, benefits administration, training and development, safety and wellness, employee relations, compensation, recognition, performance management and payroll. 
  • A solid understanding of how to create a talent pipeline and an internal structure to help grow our leaders of tomorrow is critical.

The ideal candidate will:

  • possess a Bachelor’s degree in HR or related field; and a minimum of 5-7 years of HR experience as a generalist working in a small to mid-sized organization; or equivalent combination of education and experience.
  • be comfortable with all aspects of HR and have a strong compliance foundation.
  • be HR certified or be willing to attain certification within a year of hire.
  • have excellent proficiency with Microsoft Office (Outlook, Excel, PowerPoint and Word) along with exceptional communication skills and a desire to build long, lasting relationships.
