Position Summary:

This manager supports the organization by providing guidance and policy development in the areas of recruiting/talent management, performance management, compensation, benefits administration, labor relations, training and development, and compliance with employment law, and acceptable human resource practices. A strong working knowledge of employment law and federal regulations is needed considering the organization’s role as a federal contractor and doing business in multiple states. This position is responsible for developing department goals, objectives, and systems and directs human resources activities. The manager participates in senior management discussions and makes recommendations related to personnel actions, policies, and procedures. Work requires staying apprised of trends in employment practices and application of federal and state regulations affecting matters of employment.

Major Responsibilities:

• Directly responsible for ensuring continuous engagement with all JGMS personnel.

• Directs personnel administration activities such as processing new hires (to include on-boarding), promotions, transfers, terminations, reclassifications, performance management, and compensation changes; oversees administration of benefits.

• Plans, coordinates, and ensures implementation of a proactive recruitment program to meet company needs.

• Implements sound position classification program, consistent with company goals and objectives, and seeks to ensure position management integrity and standardization as appropriate.

• Collaborates with hiring managers to source open positions; determines posting and sourcing methods, screens for qualified candidates, and makes recommendations to hiring managers. Participates in business development and/or executive meetings to stay apprised of ongoing company resource needs.

• Advises managers of company policy and applicable federal and state regulations regarding equal opportunity employment/affirmative action practices, compensation, and employee benefits.

• Provides guidance to managers in handling performance management administration and related issues.

• Develops and maintains Affirmative Action Plan; ensures accurate and timely filing of mandatory EEO1 and VETS-100 reports.

• Develops and administers all requisite HR training programs.

• Conducts studies and analyses of benefits programs to make recommendations or support senior management decisions; directs implementation of new benefits programs or plan changes.

• Performs compensation studies for organizational benchmarking or to support proposal development.

• Supports the JGMS executive team in professional development and company leadership planning programs.

• Reviews company employee handbook and code of conduct to ensure accuracy, relevance and compliance with acceptable human resource practices, and ensures revisions are appropriately distributed.

• Collaborates with other managers to review corporate documents such as travel policy, safety policy and drug-free workplace program to ensure accuracy, relevance, compliance with applicable regulation, and continuity.

• Receives and investigates employee complaints and collaborates with senior management to bring to resolution.

• Consults legal counsel as needed on matters of legal significance.

• Oversees Employee Recognition Program.

• Performs other duties as assigned.


Bachelor's degree in Human Resource Management or related field, plus 5 years of experience, or equivalent combination of specialized education and experience.

PHR/SPHR certification is preferred.
